R -- PERFORM ANALYSIS, CONDUCT PLANNING AND MANAGEMENT STUDIES, PROVIDE MAINTENANCE AND TRAINING FOR INSTALLATION STATUS REPORT SOFTWARE Sol DASW01-96-R-0139. The Defense Supply Service-Washington, on behalf of the Department of the Army, Office of the Assistant Chief of Staff for Installation Management (ACSIM), Pentagon, Washington, DC 20310-0600, has a requirement for management, development, and training to support implementation of the Installation Status Report software modules at various US Army installations within the United States (CONUS) and overseas (OCONUS). The Installation Status Report (ISR) is a decision support system designed to assist installation Commanders with the management of Army installations and will be implemented Army wide. The following contractors, with contract numbers, have participated in or are currently involved in the development and fielding of the software modules currently in use: Universal Systems, Inc., (OPM-91-2969); CACI, (MDA903-92-D-0103; R&K, (GS00K95AJD0010 & DACA65-93-D-0132); Caliber Associates, (DASW01-96-M-1847). Booz, Allen & Hamilton, Inc. is providing ISR integration program management services to ACSIM under the current contract. The current suite of software consists of Part I which evaluates facility conditions using established Army-wide standards, estimates resource needs, assists in prioritizing programs and projects, assists in resource allocation, and then measures progress, Part II captures the macro-level status of an installation's environmental program and provides information for the prioritization of resources, and Part III which will provide a decision support system that measures and communicates the quantity, quality and cost of services performed within the footprint of an Army Installation. The Contractor will perform related analysis, conduct planning and management studies, develop and implement enhancements, and provide training and maintenance for fielded software. The Contractor will perform developmental and enhancement studies concerning the Installation Status Report as defined by individual task orders. The ISR is intended to display all the information/data contained in the three modules in a graphical series of color displays, presenting a complete picture of the quantity and quality of support available at an installation and assign a comparative rating. Rating information will include cost associated with improvement to meet established standards. The contemplated contract will be a fixed price, loaded labor Indefinite Delivery type contract and it is anticipated that it will be for a base year and four option years. Task orders will be issued against the contract to satisfy its requirements. Only written requests received directly from the requester are acceptable. No telephonic or facsimile requests for solicitation will be accepted. The approximate issue date of the solicitation is 22 November 1996. (292)
