201-724-3832. The US Army TACOM/ARDEC is conducting a market survey to
determine the capabilities and potential sources for a Program
Management and Engineering Support Contract for the Joint Program
Management Office of the Lightweight 155mm Howitzer (LW155). ARDEC
envisions awarding a 3-year contract in the 3rd/4th quarter of FY97
based on full and open competition utilizing Best Value Source
Selection. The Engineering, Manufacturing, and Development (EMD) phase
of the LW155 Program is anticipated to commence in Mar 97 with
completion in the calendar year 2000. Primary labor categories for this
effort are expected to be: engineer, logistician, research analyst,
cost analyst, technical writer and word processor. The level of effort
required is expected to be approximately 5,000 total manhours at the
beginning of the contract, ramping up to approximately 9,000 total
manhours, with the technical labor categories seeing the largest
increase as the contract progresses. It is anticipated the Government
will issue a Draft Request for Proposal (RFP) in the Dec 96-Jan 97
timeframe to solcit industry comments. Interested contractors are
encouraged to respond to this market survey with a description of their
technical capabilities and summay profile of personnel by 8 November
1996. This market survey is for informational planning purposes only,
