intends to negotiate with the Solano County Mosquito Abatement District
(SCMAD) for Mosquito Control Services at the Mare Island Naval Complex
(MINC), Vallejo, CA. (See Note 22), Mosquito Control Services
including mosquito surveillance, control and application of appropriate
insecticides for controlling larvae and adult mosquito populations by
ground and/or aircraft methods in the salt marshes, storm drains, catch
basins, ponds, laws, etc., and on all grounds at the Mare Island Naval
Complex. Solano County Mosquito District has the unique authority to
treat sources on adjacent lands which affect the Mare Island Naval
Complex. MINC contains several marshes which are a component of a large
waterfront area extending for several miles. In order to effectively
control mosquitoes, mosquito control procedures must be routinely
performed and source reduction methods must be consistent throughout
the area. SCMD performs mosquito control services for all areas
throughout Solano County. MINC continuing services with SCMAD will
ensure a standardized mosquito control program throughout the county.
A pest control firm would have to coordinate with the SCMD and SCMD
would have to oversee its efforts. Further, a pest control firm would
have to coordinate with a variety of agencies such as the Army Corps of
Engineers (CoE), the Water Quality Board (WQB), and US Fish and
Wildlife Service (USF&WS), on issues that have already been settled
between SCMAD and the respective agencies. SCMAD has a five year
general permit with the CoE, and has had a permit from the WQB since
January 1996, when the requirement was instituted. Since a majority of
breeding sites are in the habitat of an endangered species (i.e., the
Salt Marsh Harvest Mouse), all work in these areas is monitored by the
USF&WS and subject to consultation if the habitat is considered to be
adversely impacted. SCMAD has developed a rapport with the USF&WS
regarding activities within these habitat areas. This acquisition will
be a combination fixed price/indefinite quantity type contract. The
term of the contract will be for a period of 12 months. The Government
has the option to extend the term of the contract. The duration of
this contract, including the exercise of any option, shall not exceed
