65 -- PROCUREMENT - VASCULAR DOPPLER 1 EA, - COMMERCIAL ITEM SOL 593-P01-97 DUE 111996 POC Kathleen Randall, Contracting Officer - FAX ONLY FOR INFO This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number 593-P01-97 is issued as a Request For Proposal (RFP) subject to full and open competition. Requirement for 1 each Noninvasive vascular diagnostic system to include all probes, cuffs, clips, straps, controls, connectors, tubes, cart, software, and start-up supplies with minimum capabilities: Must offer A) Two (2) frequencies of Bi-directional Doppler, 4MHz and 8MHz, user selectable for full bi-directional & inverted bi-directional waveform recording, flow toward probe recordings, or flow away from probe recordings. Doppler recording to provide user selectable lo pass output filtering of 28 Hz, 14 Hz, 7 Hz, 3.5 Hz and mean flow. B) Bilateral (2channel) PPG and VPR, AC & DC (Arterial & Venous) operation modes. Must provide calculation of cuff volume in milliliters. C) Automatic Cuff Inflator with Blood Pressure and VPR operation modes with BP having linear bleed down, user select rate; and VPR having user selectable preset inflation levels - to provide automatic BP cuff selection, provide hands free inflation routing to cuff(s) appropriate for the site being tested. D) Must provide for storage of a minimum of 20,000 full patient reports on primary hard drive, allowing instant, on-line access to complete patient reports- on non-dedicated PC or software capable for use on any Pentium PC system with minimum requirements to run this program; allow creation and storage of library of user created technical impressions, retrievable into any patient report- to become a permanent part of the patient record in the computer; must allow typed insertion of comments, notes, clinical observations directly into the patient report. Inserted notes must also be a permanent part of the computer stored patient record. E) Must be equipped with a 28.8 modem to allow remote software updates (updates to be included at no added cost) and remote system diagnostics via telephone line. F) System to include DATACHECK vascular accreditation software package to assist in the compilation of accreditation/quality assurance statistics. G) system to offer OPTIONAL VGA color display of diagnostic quality; Single channel, 40m thermal strip chart recorder; Pentium level microprocessor with minimum 100 MHz, 845 MB HD, 1.44 floppy, 16MB RAM; and a color printer for automatic report generation. These OPTIONAL items may be supplied by the VA if deemed in the best interest of the VA to do so. The system must also operate in either DOS or Windows 95 operating systems, and allow use of commercially available IBM compatible type software. On-site training initially & with each major software upgrade is to be included. WARRANTY - a minimum 2 year full warranty is required.
