Wright-Patterson Air Force Base, OH intends to negotiate on a sole
source basis with TA Instruments, Inc, New Castle DE for a
Thermo-Gravimetric Analyzer (TGA). This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a written solicitation will not be issued. This
solicitation no. F33601-96-R-A066 is a Request for Quote (RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-36. The associated
Standard Industrial Code (SIC) for this procurement is 6630, and the
small business size standard is 500 employees. There are three contract
line items: CLIN 0001, Thermo-Gravimetric Analyzer (TGA) module,
quantity one (1); CLIN 0002, installation; CLIN 0003, on-site training.
The TGA module will be used to monitor the change of weight of
materials as a function of temperature and time at temperature. The TGA
model must have the following salient characteristics: Temperature
range: Ambient to 1000 degrees Celcius, balance resolution: 0.1
microgram, balance accuracy: +0.1%, sensitivity: 0.2 microgram. Single
thermocouple design with continuous use of the measured sample
temperature to control the furnace, isothermal temperature control of
+0.1 degrees Celcius, automatic recording of initial sample weight,
automated taring, heating rate range of 0.1 to 50 degrees C per minute,
ability to store at least 50 different heating/ cooling methods and 18
separate heating/cooling/isothermal commands within each method. In
addition to these characteristics, the TGA module must be completely
compatible and controllable by the existing thermal analysis
controller/analyzer owned by Wright-Patterson AFB, the Thermal Analyst
model 2100, serial no. 61167, and its control and analysis software,
manufactured by TA Instruments, Inc. The model number is 2050 TGA. The
part no. is 952400-901. Delivery is required within 30 days after
contract award, FOB destination is Wright-Patterson AFB. This
procurement is being conducted under the Simplified Acqusition
Threshold (SAT) portion of the Federal Acquisition Streamlining Act
(FASA). The following FAR provisions apply to this solicitation:
52.212-1, Evaluation - Instructions to Offerors -- Commercial. The
offer must be held open for 60 days; 52.212-2, Evaluation--Commercial
Items. Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (I) Technical capability of the item offered
to meet the Government requirements. Provide information or brochures
in order to evaluate quote; (II) Past performance; (III) Price; in
descending order of importance. Technical and past performance, when
combined, are significantly more important than price. All offerors are
to include with their offers a completed copy of provision 52.213-3,
Offeror Representations and Certifications-- Commercial Items
(available upon request). The following FAR clause applies to this
acquisiton; 52-212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders--Commercial Items are applicable
to this acquisition; 52.222-26, Equal Opportunity; 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans;
52.222-36, Affirmative Action for Handicapped Workers; 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of Vietnam
Era. The following additional defense FAR clauses, which are sited in
clause 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, are Applicable to this Acquisition;
252.219-7006, Notice of Evaluation Preference for Small Disadvantaged
Business Concerns (Alt I); 252.225-7001, Buy American Act and Balance

has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
