Contact Point, Erich Fischer, (202)260-1434 The Contractor will
support the Common Sense Initiative Program Staff by performing a
review of the Common Sense Initiative (CSI), determining its level of
success, identifying any changes needed to maximize CSI's effectiveness
for the future, and identifying ways to institutionalize CSI as a new
way to approach environmental management. The Common Sense Initiative
is a cross-agency, multi-stakeholder, consensus-based, industrial
sector program that works to create innovative ways to achieve strong
environmental standards (going beyond compliance) through common sense
approaches that are cleaner, cheaper, and smarter for industry,
citizens and regulators. CSI's efforts are centered on pollution
prevention, continuous improvement, self-management and active
collaboration of the regulated entities, communities, workers, and the
regulatory agencies (Federal, state, local, and tribes). Since CSI is
one of the Agency's reinvention efforts, EPA needs to review the
program to determine its level of success and to identify any efforts
needed to maximize CSI's effectiveness for the future. Since it is
essential that the review be independent, the Contractor shall have no
prior association personally or as a member of a firm involved with
CSI. The EPA Project Officer (PO) shall provide copies of background
documents on CSI, rosters of CSI stakeholder members, and a list of
upcoming CSI meetings. The Contractor shall meet with the EPA PO and
CSI staff in person or on a conference call to ensure common
understanding of the goals of the project, the balance and mix of
persons to be interviewed, the protocols for conduct of the study, and
outcomes expected. The Contractor shall review the Common Sense
Initiative by identifying answers to a series of questions already
developed (and others that the Contractor and EPA may jointly determine
to be appropriate as the review proceeds (e.g., questions that arise
during CSI's strategic planning session and interviews with
stakeholders). The products of the review shall be a report and two
briefings on the results of the review: one for for the EPA PO and
other EPA officials, and one for the CSI Council at a Council meeting.
The period of performance for this Purchase Order is from the date of
