The Bureau of Reclamation has a requirement for providing to the Western Water Policy Review Office, analysis services to examine the Federal role in local watershed management initiatives in the western United States. It is the Bureau's belief that the Natural Resources Law Center, University of Colorado School of Law, Boulder, CO, is the only firm capable of providing these services based on the fact that this firm possesses unique knowledge of the watershed issues to be analyzed. This is not a formal solicitation. However, concerns that respond shall provide detailed data concerning their capabilities. This notice is the only official notice of this action.
