202/287-3667. Architect and Engineering Services to design the
improvements and renovation of the Smithsonian Institution Building in
Washington, D.C. Design services required for this project include,
but are not limited to: architectural, structural, space planning,
mechanical, plumbing, fire protection, electrical, security systems,
communication cabling, handicapped access and other support facilities
and are subject to Congressional funding and approval. Due to funding
the basic contract will be phased into: preliminary design; design
development; and construction documents. Review of the existing master
plan concepts for conformance will be required. Cost estimating
services will be required to certify the adequacy of the project
budget. Investigation shall be of sufficient depth so as to identify
and/or quantify any unusual project requirements effecting project
cost. Work will include site investigation, economic analysis, design
and preparation of construction documents. The Architet-Engineer will
assist the Smithsonian in determining which of the following three
scenarios are used to temporarily relocate the building occupants and
will prepare an implementation plan for the selected scenario: (a)
construction occurring in a single phase, with tenants vacating the
entire buidling prior to construction using external swing space, or;
(b) construction implemented in phases while portion of the building
remain occupied, existing spaces within the building are used for
temporary relocation supplemented with an undetermined amount of
temporary space outside of the building, or, (c) same scenario as
''b'', but without any external temporary relocation space,
relocation's will be accommodated totally within the existing building.
The budget for the design, construction, relocation, construction
management services for this project is $43,000,00. The Smithsonian
Institution Building is a registered National Landmark Structure. The
following options may be exercised at the discretion of the Smithsonian
Institution, subject to Congressional approval and funding: 1. Post
Construction Contract award services such as shop drawings, review
approval, construction inspection and preparation of record drawings;
2. Design Services for the Arts & Industries Building Master Plan
Implementation; 3. Design Services for a New Central Chiller Plant that
will service the Arts & Industries Building, the Smithsonian
Institution Building, the Hirshhorn Museum & Sculpture Garden, the
Quadrangle Building, and the Freer Gallery of Art. As part of the
contract, asbestos and lead abatement design will be required for
removal of asbestos and lead during the demolition phase. Firms usable
to accept work which involves hazardous material need not apply. Type
of contract; firm fixed price. Estimated start date: Janaury 1997.
Estimated completion date: March 1998. A/E firms which meet the
selection criteria are invited to submit six copies of the complete
Standard Form 254 and 255. In order to be considered, submissions must
be received no later than thirty days from the date of publication of
this notice. All Form 254's are considered current if they are dated
twelve months or less prior to the first day of the month of this
notice. Respondents may supplement the forms with a letter of interest
idenifying the project by Project Number 933202, and graphic material
and photographs of relevant work which best demonstrate capabilities
of the team proposed and addresses the six categoriesd of evaluation.
No material will be returned. Categories of evaluation and associated
weight factors to be applied in the A & E selection processd are as
follows: (1) Professional qualifications of the staff to be assigned to
this contract including those of any consultants (25%); (2) Specialized
experience of the architectural and engineering firms in designing,
remodeling and renovation of registered National Landmark Structures
(20%); (3) Capacity of the assigned team to accomplish the work within
the required time constraints, (15%); (4) Past performance with
respect to cost control, quality of work, responsiveness, and
compliance with the performance schedule, and firm competence as
demonstrated by submittal of internal quality control, cost control,
and scheduling procedures (15%); (5) Experience in planning and
programming on major projects of this type of facility (15%); and (6)
Location of the firm in the general geographical area of the
Smithsonian and knowledgeof appropriate number of qualified firms
therein for construction (10%). This is not a Request for Proposal.
