255-2300. F117 Engine, Continued Off-Wing Logistics Support. The Air
Force is seeking continued field support activities for maintenance and
repair of the Pratt & Whitney F117 engine (PW 2040 derivative) which
powers the C-17 aircraft. Qualified vendors will be able to track
warranty issues/claims, update technical manuals currently in use,
maintain and update a Logistics Support Analysis (LSA) program and
database, provide military unique engineering support, provision any
newly defined support equipment, track engineering changes and provide
notices, orchestrate a Integrated Logistics Support (ILS) program and
schedule, and review and process proprietary Pratt & Whitney
data/drawings related to the F117 engines. Those vendors having
applicable interest, qualifications, capability, and experience must
submit documentation that demonstrates their historical ability to
provide off-wing logistics support of PW 2000 series engines..

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

Ombudsman should only be contacted with issues or problems that have
previously brought to the attention of the contracting officer and
