T -- INDEFINITE DELIVERY TYPE CONTRACTS FOR MAPPING SUPPORT SERVICES WITHIN ENGINEERING DIVISION (CONTRACTS 97-1 AND 97-2) SOL w807pm-6268-0010 POC Point of Contact Laura Cespedes (601) 631-5575 (Site Code CW38) Due 25 November 1996, Point of Contact: Laura Cespedes, 601/631-5575. 1. CONTRACT INFORMATION: Two indefinite delivery contracts will be negotiated and awarded, each with a base period of one year and an option period of one year. The option may be exercised at any time upon the exhaustion of funds during the first year. Work will be accomplished under an Indefinite Delivery Contract NTE $750,000.00 (plus one option year NTE $750,000.00) by issuance of individual delivery orders. The work consists of professional services for mapping primarily within the limits of the Vicksburg District which includes parts of Arkansas, Louisiana, and Mississippi. Individual, fixed-price task orders will generally be divided based on specialized experience, past performance, project schedules and/or current capacity. Equitable division of work may begin to factor in the distribution if a significant unbalance begins to develop. The contracts are anticipated to be awarded in May 1997. 2. PROJECT INFORMATION: Work includes professional services consisting of mapping of hydrographic, topographic, cadastral and control surveys, orthophotography, mosaics, data base population and photogrammetrics The work will be within and contiguous to the Vicksburg District which includes parts of Arkansas, Louisiana and Mississippi. 3. SELECTION CRITERIA: Pre-Selection criteria will be based on the following considerations which are of equal importance. The firm (either in-house or through association with a qualified consultant) must: a. Have a licensed engineer and adequate capacity of personnel experienced in the following classifications: Drafting (standard and CADD), photogrammetry, and computing (technician). b. Have experience in the types of work required. c. Indicate the capability to respond to the Vicksburg District Office in a timely manner. d. Indicate the necessary equipment to perform the above mapping. e. Indicate capabilities to do 80% of work in-house. f. Demonstrate experience in use of CADD systems, including Inroads, MGE,. IRAS C. etc.. All drawings shall be furnished in Intergraph Microstation design file compatible format. Deliverables shall be provided on one of the following types of media; 3.5'' diskette in DOS format, 8mm exabyte tape scpio saveset (UNIX), compact disc, file transport protocol through the Internet; and/or plotted hardcopy. The aforementioned files and backups must be of current version in operation by the Vicksburg District at time of contract award. Design file specification, level assignments, line styles, and line weights shall be in accordance with Engineer Manual EM-1110-1-1807 (all parts) and/or as indicated by contracting official. Responding firms must, as a part of their response, state the type of CADD system to be used in this effort and explain in detail how the system will be made compatible with the Vicksburg District Graphics System. Firms failing to submit as part of their response information on how they will achieve complete CADD compatibility with the Vicksburg District System, will not be considered. Selection shall be based on the following: See Note 24 of the CBD for the general selection process. The selection criteria are listed in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A-E are primary. Criteria F-H are secondary and will only be used in the final ranking of the most highly qualified firms. (A) Professional qualifications: The firm must indicate professional registration and work experience of key personnel. The firm should emphasize professional registration, advanced degrees, and specific work experience of key personnel. The selected firm should also indicate adequate management personnel with required qualifications and experience in mapping to assure prompt response to mapping assignments. (B) Specialized experience: The selected firm must have demonstrated experience and personnel experience in general mapping techniques with specific emphasis on topographic, hydrographic, cadastral and control survey including (standard & CADD aerotriangulation and photogrammetric map compilation. (C) Capacity: The selected firm must have at least two computing technicians, three photogrammetic plotter operators, six draftsmen, and 4 computer operators. The selected firm must have a minimum of one first order plotter, one second order plotter, and photographic lab equipment required to rectify and ratio photographs. Firms indicating in-house Intergraph capabilities will be given additional consideration. (D) Past performance: Consideration will be given to ratings on previous DOD contracts. Consideration will also be given to firms which have above average performance on the type of work described in selection criteria (B). (E) Knowledge of the Work Area: The selected firm must demonstrate familiarity with terrain within the contract limits and with the CADD techniques used to map surveys representing drastic relief and drainage pattern changes such as occur within the Vicksburg District. (F) Geographic proximity to Vicksburg, Mississippi, (G) DoD contract awards in the past 12 months. The greater the awards the lesser the consideration, and (H) Extent of participation of SB, SDB, historically black colleges and universities (HBCU) and minority institutions (MI) in the contract team. Participation will be measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner, the greater the participation, the greater the consideration. In the final selection process, the most highly qualified firms will be interviewed. The contracts will be awarded on or about May 1997. 4. SUBMISSION REQUIREMENTS: Interested firms must send one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92 edition) for the prime and all consultants to U.S. Army Engineer District, Vicksburg, ATTN: A-E Services (CELMK-ED-AC), 4155 Clay St., Vicksburg, Mississippi 39180-3435. Along with the fee proposal, the selected firm (if a large business) will be required to submit a Subcontracting Plan in accordance with FAR 19.702. The objective of the plan is to offer subcontracting opportunities to small business concerns and small disadvantaged business concerns to the maximum practicable extent consistent with the efficient performance of the contract. The subcontracting plan shall separate percentage goals composed of direct cost, indirect cost, or a combination of the two for using small business and small disadvantaged business subcontractors.
