This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation, L/OIG
97-01, is issued as a request for proposals. Fixed price contract for
hotel lodging, catering and meeting room space for the Office of
Inspector General, U.S. D epartment of Labor, Washington, D.C. during
the period June 15, 1997 to June 27, 1997. Sites will be considered in
Orlando, FL, Daytona, FL, or Tampa, FL. Requirements include: 1) 180
to 230 rooms per night at or below government rate, 2) 9 lunches and 1
dinner for 180 to 230 people, 3) meeting room space (10 breakouts each
day on Tuesday, Wednesday and Thursday each week and general session
meeting space for approximately 200 people on Monday and Fridays each
week), 4) business center support, and 5) a udio-visual services.
Break-out rooms must accommodate 25 to 50 people per session, at least
one room must be equipped with electrical outlets and 10 data lines
with RJ-11 connectors to be used for computer training. There may be
evening sessions also. Must be able to provide kosher meals. In order
to be considered for award, hotels must be able to provide at one
location/facility accommodations, lunches and a dinner and meeting room
space for all 180 to 230 people attending the training. Diversified,
adequate and reasonable food service must be available onsite and/or
within walking distance. The provision at FAR 52.212-1, Instructions to
Offerors--Commercial, applies to this acquisition. Provision in the FAR
52.212-2, Evaluation--Commercial Items, will be applicable. The
government will award the contract resulting from this solicitation to
the responsible Offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered. The followin g factors shall be used to evaluate offers:
price will be given 75 percent consideration, factors that contribute
the effectiveness of the training session and past performance being
given 25 percent consideration in determining the successful offeror.
Offerors are to include with their offer the completed copy of the
provisions at FAR 52.212-3, Offeror Representations and
Certifications-- Commercial Items. FAR 52.212-4, Contract Terms and
Conditions--Commercial Items applies to this acquisition. FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders--Commercial Items, applies to this acquisition. The
following FAR clauses are applicable: FAR 52.212-5 (a) (1) and (2), FAR
52.212-5 (b) (1) thru (9), 52.212-5 (c)(1) and (4), 52.212-5 (d)(1)
thru (3) and 52.212-5 (e)(1) thru (3). Proposals responding to L/OIG
97-01 are due to the Office of Inspector G eneral, U.S. Department of
