NASA GSFC/Wallops Flight Facility, Wallops Island, VA, intends to award a cost plus award fee, performance based, support service contract for the Facilities Operation and Maintenance (O/M) and Minor Construction at GSFC/Wallops Flight Facility, Wallops Island, VA -- This procurement is a 100% Small Business Set-Aside with a SIC Code of 8744 and a Small Business Size Criteria of $20 Million -- This contract is a follow-on to the existing CPAF contract NAS5-31066, with H & H Consolidated, Inc. The contractor shall provide services for the facilities operation and maintenance (O/M) of all GSFC/WFF facilities and equipment, including air conditioning/refrigeration, ground water remediation, aviation fuel farms, utility services, electrical distribution systems, central steam generating, water and waste water plants and connecting distribution systems, independent boilers and furnaces, personnel and equipment elevators and lifting devices, and obstruction lights. In addition, the services will require the non-routine minor construction of existing utility systems, buildings, and equipment, related to WFF activities. The contractor will also be responsible for the removal, handling, packaging, and storing of certain hazardous materials encountered in the performance of work under the proposed contract. -- The period of performance will be a 1-year basic period with four 1-year option periods -- Request for Proposal (RFP) 5-51368/618 will be issued on or about November 7, 1996. A site visit is planned for approximately 2 weeks after the RFP is issued. Selection is anticipated to be made during February 1997. A contract award is anticipated by February 28, 1997. A separate phase-in contract will be awarded prior to February 28, 1997. Services are to begin 4/1/97. The procurement will be solicited as a Total Small Business Set-Aside utilizing Federal Acquisition Regulation procedures with application of the Streamlined Acquisition Process.
