COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 25,1996 PSA#1708

Commander, Naval Air Systems Command (Code 2.0), 1421 Jefferson Davis Hwy, Arlington, Va 22243-5120

69 -- FMS AH-1W PILOT FLIGHT SIMULATORS/WEAPON SYSTEM TRAINERS POC Contact, Mike Crawford, Phone (703)604-1920 The Naval Air Systems Command is seeking sources for a potential procurement of two AH-1W Flight Simulators during calendar year 1997 for a Foreign Military Sales (FMS) Customer. These simulators, if procured, will provide aircrew training for an FMS Customer's AH-1W helicopters. The AH-1W is a multi-mission, tandem seat, attack helicopter capable of land or sea operations. The AH-1W's mission is to provide close in fire support and fire support control under day, night, and adverse weather conditions. Additional mission tasks include: armed escort for assault transport helicopter, point target/anti-armor, anti-helicopter, point and limited area air defense fixed wing threat, shore defense, and armed/visual reconnaissance operations. Its weapons systems include rockets, a turretted 20mm gun, and Hellfire, TOW, and Sidewinder missile systems. The FMS customer's configuration includes the Night Targeting System (NTS), Airborne Target Handover System (ATHS), and Stores Control System (SCS). This AH-1W Flight Simulator will facilitate the training in such complex missions such as Terrain Flight (TERF) and TERF Navigation, Night Vision Goggles (NVG), Air-to-Ground ordnance delivery, Air Combat Maneuver (ACM), Electronic Warfare (EW), Emergency Procedures, and basic familiarization training. Presently, no means exist, except an aircraft, to facilitate these types of training for the FMS customer. The flight simulator and visual imaging system must be capable of duplicating all aircraft operations and, therefore must meet the criteria associated with the term Weapon Systems Trainer. The Naval Air Warfare Center (NAWC), Manned Flight Simulator (MFS) Division at Patuxent River, Maryland developed the AH-1W Aircrew Procedures Trainer Device 2F170 for the U.S. Marine Corps (USMC). In the process of developing this pilot training device, three prototypes were built. Information from the AH-1W 2F170 prototype program will be used to produce these FMS customer's AH-1W Flight Simulators. While the USMC AH-1W 2F170 Flight Simulators were designed to be mobile and have a limited visual projection capability, the FMS customer's flight simulators will each have separate domes to facilitate 220 degree horizontal and 70 degree vertical field of view (FOV). A DRAFT Specification for these non-motion based devices is available for comments at this time. The approximate issue date for a competitive Request for Proposal (RFP), if released, will be 30 April 1997. All firms interested in receiving a copy of the DRAFT specification should submit written requests to Commander, Naval Air Systems Command, Attention AIR-2.3.1.2.2, 1421 Jefferson Davis Highway, Arlington, VA 22243-5120. TELEPHONE REQUESTS WILL NOT BE HONORED. The point of contact is Mike Crawford, AIR-2.3.1.2.2. This is not a request for proposal, and respondents will not be notified of the results of the evaluation of the information submitted. Sources responding to this notice will be automatically included in the bidder's mailing list if an RFP is released. Any response to this advertisement should arrive at the Naval Air Systems Command not later than 30 days after the date published. This is a sources sought synopsis only, and NAVAIR is under no obligation to provide additional information, release a Request for Proposal, nor procure these flight simulators in the future. - NAVAIR Synopsis No. 30161-96.
