Contractor Engineering and Technical Services {CETS} and Contractor
Maintenance Services {CMS} for the purpose of informing, advising,
instructing and training Department of Defense personnel in the
installation, operation and maintenance of H-3, H-53 and H-60 series
Helicopters and attendant support equipment. The proposed acquisition
is for 1,920 man months of effort as currently assessed by the Naval
Aviation Engineeering Service Unit. The proposed effort will commence
1 July 1997 and will continue through 30 June 2002. The proposed
acquisition consists of a Basic Program Term extending from 1 July 1997
through 30 June 1998 and four successive Option Terms each encompassing
a period of one year. The first Option Term is scheduled to commence on
1 July 1998. If all options are invoked, the overall contract term will
extend through 30 June 2002. This program effort will be attained by a
new contract and/or a modification to the existing contract. The
estimated amount of services covers the minimum needs of the Government
for the specified period. The solicitation will contain specifications
for Contract Field Services representatives and for Contractor
Maintenance Services representatives. The solicitation will be issued
on or after 18 November 1996. The place of performance is various Fleet
and Shore Activities and is specified in the solicitation documents.
The proposed contract action is for services which the Government
intends to solicit and negotiate with Sikorsky Support Services
Incorporated, A United Technologies/Sikorsky Company, under the
authority of FAR 6.302-1. Sikorsky is the only supplier of these
services at this time. This firm is the Original Equipment Manufacturer
and the only known source with the required engineering and technical
expertise, in-plant support, and requisite data base to perform the
required services. This notice of intent is not a request for
competitive proposals. Interested parties may identify their interest
and capability to respond to the requirement. Interested parties who
contend that they are technically qualified should submit within
forty-five {45} days from the publication date of this notice specific
factual data, including but not limited to: technical resumes,
corporate and management experience, and other pertinent information as
so desired, to be used as an evaluation basis to determine competence
to successfully perform the required services. All technical proposals
received within the forty-five {45} days notice period will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Technical proposals
and requests received as a result of this notice will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. All responsible sources may submit a proposal
which shall be considered by the Fleet and Industrial Supply Center
Norfolk, Detachment Philadelphia. The Government will not pay for
information received. All responses should be directed to the attention
