ANNOUNCEMENTS, FEDERAL AVIATION ADMINISTRATION (FAA) As of April 1,
1996, for the most part, FAA procurements over $50,000 will be publicly
announced on the Internet. Internet will be the primary avenue for FAA
to use. Other selected means of announcement may also be considered.
Publication in the CBD will be considered but is no longer mandatory.
This is pursuant to Section 348 of the FY 1996 Department of
Transportation Appropriations Act (Public Law 104-50), requiring the
FAA to develop an Acquisition Management System (AMS) that provides for
more timely and cost-effective acquisitions. The requirement for
advertising does not apply to emergency single source actions,
purchases from an established Qualified Vendor List (QVL), exercise of
options or changes. For actions under $50,000 a public announcement is
optional. For announcements of contract opportunities for FAA
