ext. 208 Provide materials and services necessary for the Construction
of new family housing, unaccompanied personnel housing, roads
resurfacing and fire line at the U. S. Coast Guard Station Grand Isle,
Louisiana. The work includes, but is not limited to the construction
of family housing which consists of two duplex 4 bedroom units, three
duplex 2 bedroom units, and one single 2 bedroom unit (total of 11
housing units). The unaccompanied personnel housing is a single
structure with 10 units. All structures are supported on wood piles
with the first floor elevated approximately 11 feet above ground
surface. Major construction elements include wood frame walls with
exterior vinyl siding and interior gypsum board, wood joists,
fiberglass shingle roofing systems, interior and exterior painting,
bituminous macadam surface course, standard utilities, and other
related work. All work shall be accomplished in accordance with
Specification Nos. 08-X3769, 08-L4014, 08-M1577 and 08-M1706 and
Drawing Nos. 08-X3769, 08-L4014, 08-M1577 and 08-M1706. All work shall
be completed within 365 calendar days after Notice to Proceed. Plans
(half-size), specifications, and all necessary bid documents will be
available approximately 12 November 1996 and may be obtained by
submitting a check in the amount of $25.00 per set (non-refundable)
made payable to the U. S. Coast Guard. To receive a solicitation and be
placed on the bidders' list interested parties must submit a written
request. Telephone inquiries will not be honored. Bid opening for
Solicitation No. DTCG47-97-B-3EFK01 is 12 December 1996 at 2:00 p.m. in
Norfolk, VA. Estimated construction cost is between $1,000,000.00 and
$5,000,000.00. The solicitation is unrestricted IAW the Small Business
Competitiveness Demonstration Program. For Minority, Women-owned and
Disadvantage Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80
percent guaranty on the bond amount to a surety against losses. Loans
are also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000.00. For further information and
