496-4611 The National Institute of Child Health and Human Development
is planning to negotiate a two month extension of contract
NO1-HD-3-3184 with the University of Kentucky, Lexington, Kentucky. The
contract is for the Development and Testing of Novel Formulations of
PVP-I/N-9 coprecipitates as possible vaginal contraceptives with
and-HIV properties. The determination to use other than full and open
competition is in accordance with 41 USC 253(c)(1) as set forth in FAR
6.302-1. Inherent duplication of cost to the government, unacceptable
delays in completing the project, and the need to finish ongoing
animal testing make competition unfeasible for the completion of the
