Research and development sources sought. Organizations having
capabilities to advance the technology of space sensors across the
electromagnetic spectrum are invited to submit their qualifications for
consideration in this effort. The effort will comprise a variety of
investigations of advanced technology for sensors found in space.
Included will be: (1) studies of basic mechanisms of detectors, (2)
development of the elements of sensors such as detectors, detector
arrays, and readout multiplexers, and (3) advancement of related
technology such as materials and cryogenics for these microelectronic
devices. Tasks shall assess the characteristics of the above components
to improve image enhancement, producibility, radiation hardness,
thermal cycling, reliability and life cycle support. Organizations must
show evidence, either through in-house or prospective subcontractors,
of ability to manage and conduct complex research, development,
fabrication, and testing of sensors and their elements for the areas
(1), (2), and (3) above. A contractual effort of 60 months is
contemplated. The contract will require a SECRET clearance. Foreign
owned firms are advised they will not be allowed to participate as the
prime contractor. Submit only unclassified information for
consideration and evaluation. An organizational conflict of interest
clause is anticipated in any resulting contract. Submitters must
indicate whether they qualify as a small business under SIC Code 8711,
with a small business size standard of $13,500,000. Firms should
indicate whether they are, or are not, a small business, a small
disadvantaged business, a woman-owned business, an 8(a) firm, a large
business, or a Historically Black College and University or Minority
Institution. Within 30 days of publication, interested small businesses
(only) shall provide a statement of capabilities to assist the Air
Force in making a set-aside decision. Based on responses to this
announcement, the Air Force reserves the right to set aside this
requirement for small business, small disadvantaged business, 8(a), or
Historically Black Colleges and Universities or Minority Institutions.
To prepare its proposal and perform services under the contract, the
contractor will require access to Militarily Critical Technical Data
whose export is restricted by U. S. export control laws and
regulations. Only offerors who submit an approved DD Form 2345,
Militarily Critical Technical Data Agreement, to the contracting
officer will receive a copy of the solicitation. Contact the Defense

on the certification and approval process. Responses by telegram, or
responses combining more than one synopsis will not be accepted. All
respondents desiring a copy of the future solicitation must provide a

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the contracting officer. In those instances where offerors cannot
obtain resolution from the contracting officer, they are invited to
