announced NAVAIR's intention to conduct a full and open competition to
procure subsonic subscale aerial targets to meet both the requirements
for test and evaluation of weapons systems as well as fleet training
needs into the 21st century. This earlier announcement requested
industry to express interest in providing targets to meet these needs.
Based on contacts to date, a potential bidders list was prepared and
a copy of the draft Performance Specification for the SSAT was mailed
on 24 Oct 96 to each of these potential offerors for comment. Subject
to industry interest and capabilities, a draft performance-based RFP
will be electronically released (by Internet) in mid 1997 for an IOC of
June 1999. A pre-solicitation conference will be held at a time to be
announced upon release of the draft RFP. Approximately 130 SSAT systems
(or 500 presentations per year) are anticipated over the basic and each
of the four option years. Expressions of interest or written requests
