(310)363-6360. The NAVSTAR Global Positioning System (GPS) Joint
Program Office (JPO) is conducting a market survey to identify
qualified sources interested in producing the Miniaturized Airborne
Global Positioning System (GPS) Receiver (MAGR). The NAVSTAR GPS JPO
anticipates awarding a single follow-on production contract for the
MAGR 5-channel high dynamic receiver. It consists of either a Radio
Frequency (RF) or Intermediate Frequency (IF) airborne Precise
Positioning System (PPS) GPS receiver and a host vehicle mount. In
addition, it is compatible with Standard MIL-SPEC fixed reception
pattern antenna, controlled reception pattern antenna and antenna
electronic (AE) systems. The MAGR must be backward compatible with
existing interfaces and equipment such that present host aircraft
integration and support capabilities are completely unaffected. The
main MAGR digital interface is the MIL-STD 1553 data bus. The estimated
date for release of the Draft Request for Proposal (DRFP) is December
1996. An estimated quantity of 500 to 800 units is expected at an
anticipated production rate of 40 per month. Initial delivery of the
first lot of production MAGR is expected not later than 31 July 1998.
A Firm-Fixed-Price (FFP) type contract is contemplated. Those offerors
having applicable interest, qualifications, capability, and background
must submit clear and convincing documentation that demonstrates their
ability to: (1) design, manufacture, integrate and test major avionics
systems or subsystems on high dynamic aircraft, and (2) demonstrate a
comprehensive knowledge of GPS Interface Control Documents (ICD) and
their impact on all facets of the integration effort. In accordance
with national security direction, the MAGR acquisition will have some
restrictions for foreign-owned company participation. The foreign
design, manufacture, assembly, test and/or maintenance of hardware
elements directly associated with cryptographic hardware or software
will not be allowed. These aspects must be totally accomplished by a US
owned company. This will require the contract to be awarded to a US
firm. Foreign teaming, licensing and subcontracting is allowed,
however, in order to comply with the above restrictions, participants
must be clearly separated and auditable. Auxiliary Output Chips (AOC)
with Precise Positioning Service Security Module (PPSSM) are available
to interested and qualified manufacturers for MAGR design development
on a restricted basis. Offerors may submit a Statement of Capabilities
(SOC) which includes proposed teaming arrangements. The government will
not recognize any costs associated with submission of the SOC. Send

interested offerors to review related GPS JPO User Equipment documents.
Qualified offerors must possess a SECRET facility clearance and
approved classified material storage container(s) in order to receive
and store classified portions of the MAGR specification. The government
plans to host a presolicitation conference prior to the release of the
final RFP. Offerors must indicate whether they are or are not a Small
Business concern under Standard Industrial Classification Code 8731.
We encourage any small business having the capability to provide such
effort to participate. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. This synopsis is
