Contract Specialist, 202-324-4928. The Federal Bureau of Investigation
(FBI) intends to negotiate on an other than Full and Open Competitive
basis, under the Simplified Acquisition Procedures (SAP) with Oehler
Research for a System 83 Chassis & Software and an Optical Target for
the System 83 to support the Ammunition Testing Facility at Quantico,
VA. This equipment is used for testing ammunition. The critical
features of this system is that it (1) measure chamber pressure, (2)
perform velocity readings of terminal velocity, time-of-flight, and
ballistic coefficient, (3) have an optical target, for bullets having
a remaining velocity of less than 1500 fps at the target, that consists
of optical sensors that record the bullet's passage and the system
displays the exact hit location on the target, time-of-flight,
ballistic coefficient, and the velocity at the target, (4) measure the
rate-of-fire and velocity of individual rounds in burst fire, up to
2,000 shots per minute, (5) must send all measurements to an MS-DOS
compatible computer with the capability to display readings as tests
are conducted, (6) utilize photoelectric screens that use inexpensive
Limiline lamps and have a shooting window of approximately 16'' wide by
26'' high. Oehler Research is the only known source to offer a system
that has these features. ''All responsible sources may submit a
quotation which, if timely received, shall be considered by the
agency.'' If no reponses are submitted within 15 calender days of this
notice, the FBI will negotiate directly with Oehler Research. Offers
are due by close of business November 27, 1996. Award will be made
