STRICOM is continuing a market survey on the availability of systems
that meet the task performance requirements of the Aviation
Reconfigurable Manned Simulator (ARMS) system. Interested parties will
be provided an opportunity to demonstrate the capabilities of their
existing simulator systems with US Army Subject Matter Experts (SMEs).
The ARMS is a reconfigurable, transportable system that will sustain
and enhance collective training of avaiation missions at the company
level. Flexibility is required in a single training device capable of
training collective tasks in a variety of aircraft and missions. The
ARMS will be a Distributed Interactive Simulation (DIS) interoperable
training system consisting of networked, reconfigurable
platforms/manned-modules. The system will interoperate with other
Combined Arms Tactical Trainers (CATT) in combination with
Semi-Automated Forces (SAF), computer networks and protocols, and
After-Action Review (AAR) systems. The manned-modules will support the
AH-1F, AH-64A, OH-58D(I), UH-1H, UH-60A and the CH-47D Army helicopter
platforms and support individual and crew performance of their
respective tasks in accomplishing collective missions. Each suite will
consist of six reconfigurable simulators; six suites will be located
at six different sites (6 platforms/manned modules at 6 sites, total 36
platforms). The ARMS must be capable of representing the full suite of
armament, aircraft survivability equipment, radio communications
equipment, and avionics systems for the Army helicopter platforms. The
period November 1996 through January 1997 is being offered as the
window for this demonstration. Industry will be allowed a two week
period in which the system (cockpit with ancillary equipment) will be
setup, made operational, and demonstrated by SMEs representative of the
ARMS target training audience. Each company's system will be
individually and privately demonstrated; each contractor will be
allotted a two week period in which to set-up the system, make it
operational, have the SMEs demonstrate it, tear down, and remove the
system. The Army Research Institute's (ARI) Simulator Training Research
Advanced Testbed for Aviation (STRATA) facility (Building 5100),
located at Fort Rucker, AL., is the designated evaluation facility.
Floor space in the simulation device bay of building 5100 at Fort
Rucker (ARI headquarters) will be provided to the vendor for set-up and
operation of his device on a non-interference basis with ongoing
experiments. All necessary power connections, within the limits of the
existing facility, will be made available. The building is located at
the intersection of Lucky Star Street and Quartermaster Avenue. The
simulation bay will be open to only one contractor being evaluated at
a time; the evlauations will be conducted only between the hours of
0800 - 1600, Monday through Friday. Speifics on the facility; entry to
the building is through a 10 foot high by 17 foot wide door; available
electrical power is 110 VAC 20 Amp (at least three circuits), 220 VAC
30 Amp and 220 VAC 20 Amp (other circuits may be provided with prior
coordination); main power connection is three phase Delta; DIS
Interface with the Aviation Testbed facility may be available through
fiber optic cable; DIS Interface with Aviation Warfighting Analysis
Laboratory is available through fiber optic cable. The Government will
utilize task based scenarios, developed using the Training Exercise
Development System (TREDS), to determine the capabilities of each
system. The scenarios that will be used range from simple to complex,
with an estimated time frame of 20 to 60+ minutes in length. The
unclassified scenarios will be available in narrative form only and
will be provided to interested respondents. SME support will be
provided by USAAVNC, STRICOM and the NGB. To the greatest extent
possible, SMEs located at Fort Rucker will be used. The demonstration
will provide the Government additional information needed in making a
commerciality determination. It is important that potential vendors
realize that the Government is not offering any monetary compensation
in this action. All expenses for transportation of systems, set-up,
maintenance, and operation will be borne by the contractor. The
Government will provide SMEs for the purposes of informal demonstration
and capability assessment. You are advised that the Government SMEs may
not be familiar with the individual systems and their unique
operational characteristics; therefore, any specific orientation
training must be planned for and will take place within the two week
time allotment. If you are interested in having your system
demonstrated on-site by SMEs, please respond to this notice within 30
days. Your response should include Point of Contract, address of
company and pertinent phone numbers, brief description of the system(s)
that you intend to operate, photo or video tape of the proposed system,
and a statement of the weight and power requirements. Upon receipt of
your response, a representative of STRICOM will contact you to discuss
specific power requirements, site specifics, and schedule. All
information will be safeguarded at the appropriate level of
