76 -- PURCHASE OF THE PUBLICATION ''YOUR FINANCIAL GUIDE'' SOL TIRNO97R00005 DUE 013097 POC Contract Specialist, Shirley Campbell, 202-283-1514 The Internal Revenue Service (IRS) Personnel Division intends to acquire, on a sole source basis, 40,000 copies of the financial publication: ''Your Financial Guide'' from Federal Employee News Digest, Inc., of Reston, VA. This publication, written in an easy-to-read format, best meets the Service's needs by providing comprehensive information written specifically for Federal employees that deals with their financial benefits such as: (1) assesses the employees' current financial situation, with an emphasis on the employees' federally sponsored benefits; (2) provides information on estate building; (3) estimates survivors needs and estimates assets available to survivors upon the employees' death; (4) provides information to survivors for estate settlement; and (5) separately addresses CSRS and FERS issues, such as; social security survivors benefits, the Thrift Savings Plan, etc.. Additionally, the Federal Employees News Digest, Inc. is able to customize the publication with IRS-specific information, forms, rules and regulations needed by IRS employees after separation from government service. This acquisition will have a base year plus 4 one year options. NO RFP is available, however, vendors who believe they have this capability should respond in accordance with Note 22.
