277-3900 x2253. The Air Force Flight Test Center at Edwards AFB,
California has a requirement for a Full-Scale Bell X-1 Airplane
Replica, as it appeared on October 14, 1947. For technical
acceptability, the replica must meet the following sixteen (16) minimum
requirements: 1) Made of composite contruction; 2) Include six
sections: main fuselage, vertical tail with rudder, left and right
wings, and left and right horizontal stabilizers; 3) full scale,
overall dimensions within a +/- 1'' tolerance shall be: 31' total
length, 28' wingspan and 10'10'' total height; 4) replica must be light
enough to allow for uncrating and assembly by three workers, but strong
enough to allow it to be suspended and to withstand repeated
assembly/disassembly/transportation; 5) recessed swivle attachments
shall be provided at four hard points on top of the replica (one on
each wing joint, one just aft of the canopy, and one just forward of
the tail section) to allow the aircraft to be suspended at various
angles; 6) attach points and assemby hardware must be simple and sturdy
enough to allow for repeated installation and removal. Any special
tools required for installation shall be supplied with the replica; 7)
replica is to be built without landing gear but with structural
provisions for adding landing gear at a later date. Landing gear wells
and doors shall be well defined. Gear doors should be separate and
hinged, but secured in the closed position; 8) design must include a
suitable cradle on which the replica shall be displayed. The cradle
shall be equipped with casters and a tow bar to allow for mobility. The
cradle must provide for display of the replica at approximately the
same height and attitude as the real Bell X-1 would be if resting on
its landing gear; 9) Transportation fixtures must be included in
design. They must protect the replica parts and have provisions for
lifting and securing the load. Replica shall be transportable as a
legal size load on a standard flatbed trailer; 10) the exterior finish
shall be polyurethane paint, international orange (FS12197). The
interior shall not be painted; 11) replica shall have smoked windshield
plexiglas and no cockpit interior; however, provisions shall be made
for future installation of instrument panel and crew seat; 12) entry
hatch shall be removable for future access to cockpit; 13) control
surfaces must be well defined and appear as separate parts attached to
the aircraft structure. All surfaces shall be in the neutral position;
14) evident panel lines and fasteners shall be simulated; 15) nose and
wingtip pitot tubes shall be removable; and 16) replica shall include
a simulated XLR-11 engine exhaust inside tail section. The technology
for manufacturing the required item is available in the commerical
marketplace, therefore, the acquisition will be processed pursuant to
FAR Part 12 (Acquisition of Commerical Items) and FAR Part 13
(Simplified Acquisition Procedures). Award will be made to the firm
whose quotation offers the best value to the Government considering
price, technical and past performance related factors. This acquisition
is 100% set aside for small business concerns. The SIC code for this
acquisition is 3999 and the small business size standard is 500
employees. Quotations will only be considered from small business
concerns. The FOB point is destination, Edwards AFB. Desired delivery
is 90 days after award. Interested small business sources who wish to
