The proposed services will be obtained by a negotiated Firm Fixed Price
contract. The maximum amount of the contract shall not exceed
$750,000.00 and no individual delivery order shall exceed $150,000.00.
The contract period is one year from date of award, with an option to
extend an additional year. This announcement is open to all businesses
regardless of size. If a large business is selected to negotiate a
contract, the firm will be required to present an acceptable Small,
Small Disadvantaged and Women-Owned Small Business Subcontracting Plan
in accordance with Public Law 95-507 prior to award of the contract.
The current subcontracting goals are 52.5% for Small Business, 8.8% for
Small Disadvantaged Business and 3.0% for Women-Owned Small Business.
These percentages are applied to the total amount of subcontracted
dollars. PROJECT INFORMATION: The Louisville District plans to procure
an indefinite delivery contract for engineering, architectural and
planning services for water resources studies and military projects.
Services will consist of, but not be limited to, assistance in
preparation of structural and non- structural components of alternative
plans for flood damage reduction and related environmental and
engineering services and support for military projects. Required
disciplines include professionals in the fields of study manager,
economics, civil, structural and hydraulic/hydrologic engineering,
architecture, landscape architecture, community planning, ecology,
environmental science, architectural historian, historian, archeologist
and graphics/cartography. Firms should indicate two persons in each
field. All of the above disciplines are required and must be indicated
by resumes in the SF255. SELECTION CRITERIA: Submittals will be
evaluated against the general evaluation factors listed in Note 24 in
descending order of importance. Responding firms should have personnel
capable of performing work in the following areas: 1) Economic
analysis of water resource projects based upon Corps of Engineers
regulations and policies; 2) Flood warning and emergency evacuation
plans; 3) Structural analysis of existing residential, public and
commercial buildings; 4) Field data collection; 5) Design of structural
and non-structural measures for flood damage reduction; 6) Hydraulic
and hydrologic analysis of flood damage reduction measures; 7)
Preparation of non-structural plans and specifications for
non-structural flood-proofing, including house raising; 8) Preparation
of social and economic profile studies; 9) Cost estimating; 10) Report
writing; 11) Environmental impact analysis (NEPA documentation);
cultural resources analysis; and hazardous; toxic and radiological
waste site clearance Phase I analyses for civil and military projects;
12) Life cycle cost analysis; 13) Graphic and cartographic support of
report production; 14) Capable of operating in a GIS environment using
ARC-Information and ARC-View; 15) Lake sedimentation analysis including
formulation of alternative prevention/disposal methods; 16) Condition
analysis of existing flood damage reduction structures including
levees, floodwalls and pump plants; 17) Recreation benefit analyses
using methodologies to include, but not limited to, Unit Day Value
procedures. Ability to estimate initial visitation, forecast future
visitation and assign benefits; 18) Other A/E studies related to the
above. Specific qualifications and performance capabilities for the
various disciplines are as follows: Study Manager - Designated as
having full supervisory authority over all personnel assigned under
this contract and responsible for affording liaison between the
Contractor and The contracting Officer or their Authorized
Representative. Economist - Perform and present economic analysis for
a variety of general civil engineering and environmental projects;
determine benefit-cost ratio for various project alternative. Minimum
qualification for economist will be a B.S. degree from an accredited
university or college. Civil Engineer - Perform and present studies for
reservoir, flood control, inland navigation, environmental restoration,
storm damage, channel improvements, power yield, water supply, and
recreation projects. Perform and present flood control studies
considering structural and non-structural alternative. Perform
hydroelectric power studies. Design general engineering projects.
Perform soil and geologic studies. Minimum formal qualifications for
civil engineers will be a B.S. degree from an accredited college or
university and two years experience. Structural Engineer - Determine
the feasibility, design and cost associated with structural and
non-structural features of flood control projects. Provide detailed
analysis of residential and commercial structures in a designated
project area. Minimum qualifications for structural engineers will be
a B.S. degree from an accredited college or university and two years
experience. Hydraulic/Hydrologic Engineer - Perform H&H analyses for
reservoir, flood control, inland navigation, environmental restoration,
water supply, recreation, hydropower and other water resources studies.
Analyze water supply needs, water supply yields and water quality of
rivers, lakes and groundwater sources. Identify and present occurrence
and frequency of climactic features. Minimum formal qualification for
hydraulic/hydrologic engineers will be a B.S. degree from an
accredited college or university and two years experience. Architect -
Provide professional architectural services in water resources
planning. Determine the feasibility and cost associated with
non-structural options on flood control projects. Provide detailed
analysis of all residential or commercial structures in a designated
project area. Minimum qualification for architects will be a B.S.
degree from an accredited college or university. Landscape architect -
Provide professional landscape architecture services in water
resources planning. Provide expertise on potential recreational uses in
project areas. Analyze options associated with competing demands for
project resources. Minimum qualification for landscape architects will
be a B.S. degree from an accredited college or university. Community
Planner - Perform and present studies of the project area which
incorporate identified options from engineering, economics, and
architecture. Evaluate options and present proposals for most cost
effective, highest benefit solutions. Minimum qualifications for
Community Planner will be a B.A degree from an accredited college or
university. Ecologist - Prepare documents which conform to the National
Environmental Policy Act as implemented by AR 200-2 and ER 200-2-2 for
civil and military projects. Provide support for agency and public
meetings. Minimum qualification for Ecologist will be a B.A. degree
from an accredited college or university related to biological
sciences. Environmental Scientist - Perform all necessary
investigations (biological, water quality, HTRW, etc.) for technical
sufficiency and report preparation. Minimum qualification for
Environmental Scientist will be a B.A. degree from an accredited
college or university related to biological sciences. Architectural
Historian - Demonstrate knowledge of National Historic Preservation Act
and Section 106 procedures. Perform and provide architectural
evaluations of structures for National Register of Historic Places
eligibility. Minimum qualifications for Architectural Historian will be
a B.A. degree from an accredited college or university in architectural
history, historic preservation or a closely related field, with course
work in American Architectural History and 2 years experience.
Archeologist - Demonstrate knowledge of National Historic Preservation
Action and Section 106 procedures. Perform and provide pre-historic
and historic archaeological investigations (site identification and
evaluation for National Register of Historic Places eligibility).
Minimum qualifications for Archaeologist will be a M.A. degree from an
accredited college or university in archaeology, anthropology or a
closely related field, and fulfillment of additional requirements as
outlined in the Secretary of the Interior's Standards and Guidelines
for Archaeology and Historic Preservation. Graphics/Cartography -
Responsible for preparation of sketches and/or detailed drawings of
individual parts or complete units necessary to illustrate the study
findings. The specific selection criteria firms will be rated against
are as follows and must be documented in the SF255: 1) Must demonstrate
experience and technical competence in the work areas listed. 2)
Professional qualifications necessary for satisfactory performance of
required services; 3) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules; 4) Capacity to accomplish
the work in the required time, if a branch office, must have capacity
to perform independently of the main office; 5) Geographical location
and knowledge of the locale of the project. SUBMITTAL REQUIREMENTS: See
Note 24 for General Submission Requirements. a) Firms which are
interested and met the requirements described in this announcement are
invited to submit one completed SF255 (Revision 11-92), U.S.
Government A/E and Related Services for Specific Projects to the office
shown above. SF255 (revision 10-83) is obsolete and only the 11-92
edition of SF255 will be accepted. All responses on SF255 to this
announcement must be received no later than 4:30 pm Local Time on the
30th calendar day after the date of this publication to be considered
for selection. The day following this CBD announcement counts as day
number 1. If the 30th day falls on Saturday, Sunday or a U.S.
Government holiday, the deadline is the close of business on the next
Government business day. b) It is requested that interested firms list
the fee amount and date of all DOD contracts awarded during the last
12 months to the firm and all subsidiaries in Block 9 of the SF255. c)
Responding firms must submit a current and accurate SF254 for each
proposed consultant. Additionally, all responding firms which do not
have a current (within the last 12 months) SF254 on file with the North
Pacific Division, Corps of Engineers, must also furnish a completed
SF254. If a SF254 is included, only the 11-92 edition of the form will
be accepted. The business size status (large, small and/or minority)
should be indicated in Block 3 of the SF255. Definition: A concern is
small if the annual receipts averaged over the past 3 fiscal years do
not exceed $2.5 million. d) No other information including pamphlets or
booklets is requested or required. e) No other general notification to
firms under consideration for this project will be made and no further
action is required. Solicitation packages are not provided for A/E
