556-4163. This announcement is a modification to synopsis number
PSA-1673 dated 5 September 1996. If you have previously requested to be
placed on the Bidder's List, you do not need to respond to this notice.
The formal Request for Proposals (RFP) for Helicopter Maintenance
issuance date has changed from on or about 5 November 1996 to on or
about 18 November 1996. This RFP will be issued via a combination of
electronic media and hard copy, unless otherwise requested. The RFP,
Statement of Work (SOW), and most attachment/exhibits will be issued on
3.5'' computer disk or via electronic mail (EMAIL), while certain
attachments will be issued on hard copy. Offerors wishing to receive a
complete hard copy must submit the request in writing, along with the
formal request to be placed on the Bidder's Lists. Offerors wishing to
receive the solicitation via EMAIL must provide their EMAIL address to
Capt Harbin at harbins@spacecom.af.mil or fax it to (719) 556-7900, 21

105, Peterson AFB CO 80914-1385. The attachments which cannot be
provided via EMAIL will be sent in the mail. The
RFP/attachments/exhibits can be accessed from the following home page
address: http//www.spacecom.af.mil/21cons/ All Contractor's wishing to
be placed on the Bidder's List must submit in writing the following
information: Company Name, Point of Contact, phone number, fax number,
size business (based upon 4581 SIC code), complete address to include
the 9-digit Zip code, and a statement of intent to propose. This RFP
will be for helicopter maintenance service Monday through Friday, 52
weeks per year at all Twentieth and Fourteenth Air Force Rescue
Flights, 459 Airlift Squadron and the 36 Rescue Flight (RQF). The
contractor shall provide all personnel, supervision and management
necessary to perform the contract. The contractor will be required to
update and maintain a technical library at each location. A complete
working knowledge and capability to operate and maintain a government
spare parts operation is required. All spare parts will be provided by
the government. There will not be a line item for parts on the
contract since all ordering is done within the existing government
supply operations. This requirement results in the contractor providing
personnel and services required to maintain model UH-1Ns at Fairchild
AFB, WA (4 EA); F.E. Warren AFB, WY (7 EA); Malmstrom AFB, MT (9 EA);
Vandenberg AFB, CA (5 EA); Yokota AB, JA (4 EA); and Minot AFB, ND (6
EA), HH-1Hs at Grand Forks AFB, ND (6 EA). The contractor will be
responsible for all maintenance of the designated aircraft at
designated locations. The following information on the Site Visit and
Preproposal Conference is provided. A site visit and Preproposal
Conference will be held at F.E. Warren AFB, Building 1250, Cheyenne,
Wyoming on 17 December 1996, changed from 19 November 1996. Attendance
is limited to three (3) persons per company for the Site Visit and
Preproposal Conference. RFP questions shall be submitted to the
Contracting Officer, in writing, to 21 CONS/LGCXC, Attn: Contracting
Officer, Bldg 365, 135 East Ent Ave., Suitee 105, Peterson AFB CO
80914-1385, FAX (719) 556-7900, by 31 December 1996 and changes will be
officially responded to as an amendement to the RFP. Personnel desiring
to participate in the Site Visit and Preproposal Conference, are not
required to have a security clearance of SECRET but must be accompanied
by government personnel. ''Visitor's Request'' information must be
submitted in writing to 21 CONS/LGCXC, Attn: Sally Mills, 135 East Ent
Ave., Suite 105, Peterson AFB CO 80914-1385, in accordance with DoD
5220.22-M National Industrial Security Program Operating Manual.
Include security clearance of personnel who will be attending the site
visit (i.e. Secret, Top Secret, or none). The Visit Request must be
submitted fourteen (14) calendar days prior to the visit. The Visit
Requests shall be submitted by mail or faxed. Personnel desiring to
review material as part of the Bidder's Library must have a confirmed
security clearance of SECRET and must adhere to the aforementioned
''Visitor's Request'' information. The Helicopter Maintenance Bidder's
Library is located at F.E. Warren AFB, Bldg 65, Cheyenne, Wyoming. The
Bidder's Library is available after RFP release by appointment only.
