R -- RESEARCH AND DESIGN OF CENSUS QUESTIONNAIRES SOL MP-97-01 POC Michael Palensky, (301) 457-1824 Bureau of the Census, Procurement Office, Room 1541, FB#3, Washington, (Suitland, MD) DC 20233 Notice of Intent that the Bureau of Census intends to procure on a sole source basis questionnaire research, design, and assist with testing for the 2000 Decennial Census from Two Twelve (212) Associates under the authority of FAR 6.302-1. The contract requirements include research and design of census questionnaires (for image capture) and envelopes and letters, design and preparation of marketing materials for decennial activities, prototype questionnaires for cognitive testing, focus group research, and assistance with marketing strategies for special interest groups. The period of performance will be the initial year with 3 one-year renewal options. These services have and are currently being provided by 212 under an existing contract. 212 has been working in support of BOC for the past 2 years which has given 212 extensive knowledge and background on the Decennial programs and the required services. Because these services needed require an in-depth knowledge of the BOC and their current operations, award through competition would require substantial duplication of cost that the Government would not recover through competition and could create unacceptable delays in fulfilling the BOC's mission for the Decennial Census. All responsible sources capable of meeting this requirement are invited to respond to the announcement by submitting information to include technical capabilities, pricing, and any other information which demonstrates their ability to meet this need. This information will be considered only if it shows clear and convincing evidence that interested sources can meet the requirements of the government, and that it is advantageous for the government to consider such sources. Detailed capabilities must be submitted to the above referenced address (Attn: Michael L. Palensky) within 30 days of the date of this notice. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable sources are available and more advantageous to the Government.
