R -- NAVSEA SCIENTIFIC, TECHNICAL, AND INTELLIGENCE OFFICE (STILO) SOL N00024-97-R-5175 DUE 121396 POC LT Bernard Knox, Contract Specialist, NAVSEA 0251B, (703) 602-8105, X551, Internet Address: Knox_Bernard_D_LT@HQ.NAVSEA.NAVY.MIL The Naval Sea Systems Command (NAVSEA) intends to award a sole-source Cost Plus Fixed-Fee (CPFF) Level of Effort contract for operational and technical support for the NAVSEA Scientific, Technical and Intelligence Office's secure network system and components. This contract will be awarded for a period of one year with a one year option to Science Applications International Corporation (SAIC) Research and Development Company, 1213 Jefferson Davis Hwy, Suite 1500, Arlington VA 22202 until full and open competition can be obtained under authority of 10 U.S.C. 2304(c)(1). SAIC is chosen for this award because it is the only company with both the technical knowledge and security clearance necessary to perform this contract without interruption of this vital communication link in the period required. No other source would be able to perform this effort without extensive training on system operation and without undergoing a Special Background Investigation. NAVSEA intends to submit a follow-on competitive, which will allow prospective offerors to meet the requirements stated above. NAVSEA STILO's Level of Effort-consists of: Continuing technology insertion efforts to ensure a seamless SCI operational interface with the Office of Naval Intelligence; providing engineering and analysis support to upgrade the existing computing equipment and environment to remain compatible with the evolving standards dictated by ONI; supporting both peace time and contingency operations intelligence data analysis between major intelligence agencies; maintain the installed baseline equipment; and provide assistance in the technical analysis and recommendations for the planned relocation of the NAVSEA STILO to the Washington Navy Yard.
