ANNOUNCEMENT OF OPPORTUNITY FOR THE NEW MILLENNIUM PROGRAM'S EARTH ORBITER ONE FLIGHT POC Ron Ticker, Project Coordinator, 301-286-1380. ANNOUNCEMENT OF PARTNERING OPPORTUNITY. The National Aeronautics and Space Administration (NASA) announces the opportunity for industry partnership in the flight of the New Millennium Program's Earth Orbiter One Flight (NMP/EO-1), scheduled to be launched in the May 1999. Partnering opportunities are constrained by spacecraft mass, power and volume, as well as schedule and budget. These constraints are further detailed in the attachment at 4.3--SPACECRAFT RESOURCES, obtained via the WWW at the address below. Potential partners may submit a proposal up to November 22, 1996 to: Mr. Ronald Ticker NASA/Goddard Space Flight Center Code 704 Building 11, Room S109 Greenbelt, MD 20771. Selection will be made after evaluation by a panel of technical experts. Selection is anticipated by December 20, 1996, with subsequent agreements negotiated based on requirements of the NMP/EO1 schedule discussed in the attachment at 4.4--SCHEDULE. It is anticipated that more than one partner will be selected for an agreement under authority of Section 203(c) of the National Aeronautics and Space Act of 1958, as amended. Proposals must be written in English and one copy submitted in one volume, containing a dated cover page with points of contact including a facsimile number and an electronic mail address and signatures of responsible persons in the organization, an overview description of the proposed partnering activity including any other entities that may be involved, a description of the technical approach, choice of partnering instrument and a description of what resources including funding will be provided by the industry partner and what resources will be required of NASA. Proposals will be limited to 10 pages, single spaced, printed at no smaller than 12 pitch, using a standard business font. Proposals will be evaluated using the following criteria: Mission Suitability to the NMP/EO-1 Flight Importance of Application to Future Science Missions Contribution of Application to Commercialization of Land Remote Imaging Degree of Cost Sharing.
