474-5518 This project, consisting of seven projects, is a Base Closure
and Realignment Commission (BRAC) project for the closure of Naval Air
Station Barbers Point and relocation of aviation and support units to
Marine Corps Base Hawaii. The contract will be fixed price with
estimated quantities for prestressed concrete piles, settlement
monuments and disposal of lead waste as hazardous waste. Following is
a general description of work for each project: PROJECT A: P-270T -
ALTERATIONS TO AIRCRAFT HANGAR: The work includes the alterations to 3
aircraft hangars including fire protection, fire alarm and aqueous
film-forming foam (AFFF) systems; modifications to hangar accessways
and floor; renovation of existing hangar admin spaces and shop spaces;
construction of additional hangar shop and administrative spaces;
removal of asbestos containing materials and lead-containing paint and
mercury; upgrading of Taxiway F and G, and reconstruction of hangar
access apron; trenchless excavation using microtunneling; support
facilities including vehicle parking, electrical and mechanical
utilities; utility connections, AFFF supporting facilities and
associated piping; and all provisions for phasing, containment of
dewatering, and environmental requirements. This project requires work
sequence and special scheduling requirements to maintain, at all
times, the operational capability of the hangars and the airfield;
PROJECT B: P-272T - AIMD ALTERATIONS/ADDITIONS: The work includes
removal work, reinforced concrete floors and footings, concrete unit
masonry walls, structural steel framing, metal decking, built-up
roofing, sheet metal roofing and siding, doors, windows, painting,
vehicle lift, monorail and hoist, fire sprinkler and alarm system,
compressed air system, plumbing, air handling unit, electrical work,
and incidental related work. Exterior work includes connecting
utilities, chain link fence, asphaltic concrete pavement, and site
improvements. The work also includes hazardous abatement work due to
removal of lead-containing paint and asbestos containing materials;
PROJECT C: P- 274T - AVIATION SUPPLY FACILITY: The work includes
reinforced concrete footing and floor slab, precast tilt-up concrete
walls, rigid steel columns and beam, steel purlins, metal decking,
modified bitumen membrane roofing on rigid insulation, sheet metal
work, roof accessories, doors, roll-up doors, windows, wall louvers,
architectural finishes, building specialties, metal pallet racks, fire
sprinkler systems, plumbing, air conditioning and ventilation, fire
alarm system, electrical work, and incidental related work. Exterior
work includes connecting utilities, asphaltic concrete roads and
parking, storm drainage systems, chain link fence and gates, and site
improvements. This project is included as an option. Option may be
exercised at the time of award or within 330 calendar days after award.
PROJECT D: P- 276T - NAVY OPERATIONS AND TRAINING FACILITY: The work
includes construction of two-story structure of reinforced concrete
floor and footings, tilt-up precast concrete walls, steel roof framing
with aluminum standing seam roofing, elevated floor slab of steel
joints, metal decking and concrete topping, concrete unit masonry
walls, doors, rolling service door, windows, architectural finishes,
building specialties, mobile storage system, hydraulic elevator,
plumbing, air conditioning and ventilation, fire sprinkler and alarm
system, electrical work, and incidental related work. Exterior work
includes connecting utilities, chain link fence, asphaltic concrete
pavement, landscaping and site improvements. PROJECT E: P-287T -
HELICOPTER LANDING PAD: The work includes removal work, earthwork,
aggregate base course, Portland cement pavement, joints and
reinforcement in concrete pavement, asphalt concrete pavement, pavement
markings, electrical work, concrete masonry unit platform for
reinstallation of Government furnished glide slope indicator, and
incidental related work; PROJECT F: P-299T - TACTICAL SUPPORT FACILITY:
The work includes the construction of a two story building supported on
concrete piles with CMU bearing walls and concrete columns supporting
precast prestressed concrete planks and topping second floor and roof.
All slabs and topping have a wire mesh grounding system, connected
through the wall reinforcing system from the roof to the exterior
ground system. Exterior walls will have an exterior insulation and
finish system. The building will be secure, air-conditioned, with fire
protection, hydraulic elevator, and have UPS provision with emergency
generators, and PROJECT G: P-288T - HAZMAT/HAZWASTE FACILITY: The work
includes construction of single story reinforced concrete structures,
precast prestressed concrete planks and tritees with concrete topping,
concrete masonry unit walls, containment basement with acid resistant
coating, modified bituminous membrane roofing on rigid insulation,
flashing and sheet metal, rolling service doors, steel doors,
architectural finishes, wall louvers, pallet storage racks, painting,
mechanical ventilation, air conditioning, plumbing, fire sprinkler and
leak alarm system, electrical work, and incidental related work.
Exterior work includes connecting utilities, asphaltic concrete
parking, chain link fencing and gates, landscaping, hazardous waste
open storage area, and site improvements. Contract Completion time: All
seven projects must be completed in approximately 730 calendar days.
Estimated cost is between $25,000,000 and $100,000,000. THE SIC CODE
FOR THIS PROCUREMENT IS 1629 AND THE ANNUAL SIZE STANDARD IS $17
MILLION. For all construction contracts in excess of $1,000,000, a
Small Business and Small Disadvantaged Business Subcontracting Plan is
required by large firms prior to award. Plans and specifications will
