423-482-1065. All interested and qualified firms are hereby notified
that CDM Federal Programs Corporation (CDM Federal) will be issuing a
Request for Proposal (RFP) in late January of 1997 for a firm
fixed-price subcontract for the clean up of an NPL site in Waynesville,
North Carolina. It is anticipated that this RFP when issued will
contain minimum qualifications for offerors to be eligible for award
and award will be made to that offeror which meets the minimum
qualifications and offers the lowest price. The RFP will be based on a
performance specification directed toward excavating and treating
contaminated soil and controlling and remediating contaminated
groundwater at the site. Soil remediation is to be accomplished by the
excavation of all contaminated material, mechanical screening, and
either washing or biotreatment of the sorted material onsite.
Groundwater remediation is to be accomplished by the use of extraction
wells, pumping those wells to an effluent discharge tank, and
discharging the untreated groundwater to a sanitary sewer that is
connected to the local POTW. The estimated price range for this work is
$2 - 4 million, with a duration of approximately 8 - 9 months for
design and construction, and one year of operation and maintenance of
the extraction wells and discharge system after construction
completion. Due to the nature and complexity of the work, only those
firms possessing the following prerequisite capabilities will be
considered for receipt of the RFP (1) must possess demonstrated recent
experience in remedial action projects of similar complexity and
magnitude dealing with removal and biological treatment of contaminated
soil and groundwater extraction; (2) must currently possess, or be able
to obtain, all required licenses and permits; (3) must currently
possess, or be able to obtain, all necessary financial resources and
insurance commensurate with the estimated price range shown above; and
(4) must have the ability to obtain a 20% proposal guarantee (bid
bond), and a 100% payment and performance bond. All qualified and
interested firms are invited to submit sufficient information to show
compliance with the above prerequisites which shall include, as a
minimum, the following: (a) names and locations of similar projects of
like magnitude, with a brief narrative description, cost and a
customer contact name and phone number; (b) a listing of the applicable
licenses and permits currently in your possession and a listing of
those that you would have to obtain; (c) a description of your current
insurance limits for workers' compensation, commercial general
liability, professional liability, builders risk, pollution liability
and comprehensive auto liability; and (d) evidence of bonding
capability to meet the requirements of (4) above. Small and Small
Disadvantaged Businesses are encouraged to respond. The SIC code for
this RFP will be 1629. Those firms deemed to meet the prerequisites
will be provided with a copy of the aforementioned Request For
