being conducted by Lockheed Martin Space Mission Systems & Services
(Lockheed Martin) in support of NASA Johnson Space Center contract
NAS9-18300. The draft Technical Requirement for Telecommunications
Systems is being released to industry for review by interested sources.
This is not a Request For Proposal (RFP); it is a Request for
Information (RFI) for purposes only as contemplated by Paragraph 15.405
of the Federal Acquisition Regulation (FAR). Lockheed Martin, on behalf
of NASA Lyndon B. Johnson Space Center, Houston TX, is requesting
information to identify potential subcontractors who can provide the
following: Telephone Device for the Deaf (TDD) - Lockheed Martin SMS&S
is seeking information regarding a Telephone Device for the Deaf (TDD)
system which meets the following criteria: Communicates with a TDD
caller over standard telephone line; Communicates with existing TDD
devices on a ROLM phone system. It is desirable that this system
provides the following capability: Executes on a Microsoft WindowsNT
platform; Uses the standard workstation keyboard connected to a
WindowsNT workstation; Logs all text transmitted and received during
TDD communications to a disk file; Integrates with Intergraph's
Computer Aided Dispatch system. Security and Access Control System -
Lockheed Martin SMS&S is seeking information regarding a turn-key
access control and security monitoring system. This system will upgrade
and/or replace an existing system that consists of approximately 50
PIN-type card readers and over 300 alarm points distributed throughout
multiple buildings and tunnels in a campus environment. The system
must meet the following criteria: Allow multiple operators at
individual workstations to simultaneously monitor and control any
alarm(s); Be monitored and controlled from a graphical user interface
on a Microsoft WindowsNT platform; Utilize different levels of operator
privileges (i.e. badging office, security alarm operator,
administrator, etc.); Provide closed-circuit television (CCTV)
switching interface. It is desirable that the system provide the
following: Utilization of existing field equipment (including badge
readers, alarm sensors, wiring, etc.); Modular in design; Dial-in
capability fore remote facility access; Application Programming
Interface (API) which outputs alarm conditions, inputs for alarm
acknowledgment, and outputs CCTV and alarm point information;
Integrates with Intergraph's Computer Aided Dispatch system. Emergency
Medical Dispatching Instructions - Lockheed Martin SMS&S is seeking
information regarding a product which provides instructions for
emergency first responders. This product will be used to assist
dispatching and emergency response personnel in determining the medical
condition of an emergency caller and providing first responder aid.
This system must meet the following criteria: Provide accurate
information for medical condition determination and first responder
instruction which meets industry standards; Execute on a Microsoft
WindowsNT platform; Provide for periodic updates of instructions from
the vendor. It is desirable that the system integrates with
Intergraph's Computer Aided Dispatch system. VCR Remote Control -
Lockheed Martin SMS&S is seeking information regarding a product which
provides remote control of a Video Cassette Recorder (VCR) over an
RS-232 connection. This product will be used to send commands such as
``PLAY'', ``RECORD'', ``FAST FORWARD'', etc. to a VCR over a RS-232
null modem connection from a Microsoft WindowsNT workstation. This
system must meet the following criteria: Execute on a Microsoft
WindowsNT platform; Provide a Graphical User Interface; Communication
over a RS-232 null modem connection. Video Message Generator - Lockheed
Martin SMS&S is seeking information regarding a product which
generators text and graphics for distribution on a campus television
system. This system must meet the following criteria: Execute on a
Microsoft WindowsNT platform; Generate text and graphics for
distribution on a campus television system on a dedicated channel. It
is desirable that the system provides a message scrolling capability
which can overlay the bottom or top of campus distributed cable
television stations. Audio System Remote Control - Lockheed Martin
SMS&S is seeking information regarding a product which provides remote
control of a Dictaphone Audio Recording System. This product will be
used to remotely access a Dictaphone Audio Recording System from
Microsoft WindowsNT and Microsoft Windows 3.51 environments. This
system must meet the following criteria: Execute on Microsoft WindowsNT
and Windows 3.51 platforms; Provide a Graphical User Interface; Provide
multi-level function authorization (i.e. authorization level for
playback, authorization level for generating time slice tapes, etc.).
Weather System - Lockheed Martin SMS&S is seeking information regarding
a weather station system which provides local weather condition
information. This product will be used to collect weather conditions on
a campus. This system must meet the following criteria: Provide the
following information at a minimum: Wind Direction, Wind Speed,
Temperature/RH, Pressure, Rain Gauge; Provide the following hardware at
a minimum; controller, power supply, interface, cable, mounting kits,
shields, and tower; Execute on a HP UX platform platforms; Provide a
Graphical User Interface. It is desirable that the system also store
data for at least 24 hours and provide means for displaying the stored
information. Network Health and Status System - Lockheed Martin SMS&S
is seeking information regarding a system which monitors network
health and status conditions. This project will be used to monitor
devices such as workstations, servers, printers, network connections,
fire walls, and routers connected on a Microsoft WindowsNT network.
This system must meet the following criteria: Provide the following
information at a minimum: Indication of a network devices failure,
Verification of device on-line conditions where queried, Indication of
less of network connection; Execute in a Microsoft WindowsNT
environment; Provide a Graphical User Interface. It is desirable that
the system provide for configurable messages to be generated when a
failure is detected. Uninterruptable Power Supply Health and Status
System - Lockheed Martin SMS&S is seeking information regarding a
system which monitors Uninterruptable Power Supply (UPS) health and
status conditions. This product will be used to monitor the status of
an UPS. This system must meet the following criteria: Provide the
following information at a minimum: Indication of if the system is
utilizing UPS power, Indication of ``OK'' status from the UPS whether
the system is or is not utilizing UPS power, Indication of time
remaining on UPS when UPS is in use by the system; Execute in a
Microsoft WindowsNT environment; Provide a Graphical User Interface. It
is desirable that the system provide for configurable messages to be
generated when a failure is detected. Text Based Paging System -
Lockheed Martin SMS&S is seeking information regarding a system which
provides alpha-numeric message paging over a large geographic area.
This product will be used to distribute emergency messages to persons
with disabilities on a campus and to provide emergency message to an
emergency response team. This system must meet the following criteria:
Provide 24 hour a day / 7 days a week capabilities; Distribute
messages over the Houston/Galveston geographic region; Distribute the
same message to multiple pagers; Distribute messages within 5 to 10
minutes of the time sent. Responses from both standalone campus based
systems and service providers are welcome. This request is not a
request for formal proposal. Information submitted in response to this
request is for evaluation purposes only and will not impose any
obligation, liability or cost on Lockheed Martin Space Mission Systems
& Services. It is also requested that the potential subcontractors
specify whether a product can be supplied, under no cost, for
evaluation and possibly demonstration to NASA by Lockheed Martin.
Respondents may or may not be notified concerning evaluation results of
any information submitted. Responses to this request for information

plan to conduct a presolicitation conference in the event a formal RFP
is issued. The following provisions apply to this RFI; a. This RFI is
for planning purposes and as such, Lockheed Martin does not intend to
award a subcontract on the basis of this RFI or to pay or otherwise
reimburse any offeror for any information received. b. This RFI is
issued for the sole purpose of obtaining information, and suggestions
from prospective Offerors. Offerors may or may not be notified
concerning evaluation results of any information submitted. Lockheed
