366-2863. The purpose of this solicitation is to award one or more task
order contracts to provide non-personal program support to assist the
Federal Highway Administration (FHWA) in developing and/or evaluating
positions on a range of transportation policy issues. Tasks may
include, but are not limited to, support for policy analysis in the
areas of: (1) emerging energy, environmental and highway finance
issues, (2) highway cost allocation, truck size and weight, and freight
demand issues, (3) interrelationships between highway investment and
economic productivity, (4) strategic systems performance, (5) improved
transportation data acquisition and management, (6) proposed or
existing legislation and for implementation of legislative
requirements, (7) improvement of the Agency's strategic management
process, (8) indicators for the potential for U.S. road-related exports
to international highway markets, and (9) identifying institutional and
other technical assistance in specific developing countries. This is a
follow procurement to two contracts awarded under RFP
DTFH61-93-R-00055 to Battelle, Columbus, OH (DTFH61-93-C-00055 on
7/23/93 for $14,337,195) and to DRI/McGraw-Hill (DTFH61-93-C-00206 on
7/23/93 for $16,774,902). NO FURTHER INFORMATION IS AVAILABLE AT THIS
TIME. Requests for a copy of this solicitation package must be made in
writing to the above address as detailed in these instructions, and
will be filled on a first come first served basis to compliant
requests. PHONE AND/OR FACSIMILE REQUESTS WILL NOT BE ACCEPTED. The
requestor's DUN and Bradstreet (DUNS) number, point of contact and
telephone number, should be included in the request along with two (2)
self-addressed and gummed, return labels in order to expedite the
request. The solicitation number should appear on the bottom edge of
the labels. A separate written request is required for each
solicitation package being requested. All responsible sources may
submit a proposal which shall be considered by FHWA. The following
notice is for informational purposes for Minority, Woman-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, woman-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rate to provide
accounts receivable financing. The maximum line of credit is $500,000.
