Notice of Contract Action for the purpose of issuing a full and open
competitive solicitation to conduct an A-76 cost comparison study for
Hanscom's Commercial Visual Information Services to be performed at
Hanscom AFB, MA. Functions performed include graphic illustration,
photography and multi media presentations. The successful contractor
shall provide all personnel, supplies, supervision, transportation,
equipment maintenance, and other items and services required to sustain
the following Audio-Visual services: (1) studio, location,and
reproduction photography; (2) 24 hour on call photographic laboratory;
(3) Photographic Electronic Imaging; (4) Computer graphic
illustrations; (5) Desktop publishing; (6) Video-teleconferencing; (7)
Large screen multimedia presentations; (8) Vidio documentation. This
Visual Information Service Center (VISC) is responsible for Department
of Defense support in the New England area. Approximately 29,000
photographic and 6,000 graphic products annually. Personnel may be
required to obtain a favorable National Agency check performed by the
Defense Investigative Agency. The duration of this contract, with
all-options, is anticipated to be five years. Respondents capable of
satisfying the requirements stated herin should respond in writing
within 15 days of this publication. This acquisition will be conducted
IAW FAR Part 14.5 - Two Step Sealed Bidding. Offerors interested in
recieving a copy of the Request For Technical Proposal should reference
No. F19650-97-B-0001 when submitting a letter request to the Electronic
Systems Center (PKOC), Attn: Lt Louis Orndorff, ESC/PKOC, 104 Barksdale
St, Building 1520, Hanscom AFB, MA 01731-1806, with a narrative
identifying the scope of past and current services that they have
contracted for within the past three years and explain how those
services are commensurate with the services described in this synopsis.
Respondents should also indicate whether they are a small business or
a disadvantaged business concern. Depending on the response to this
synopsis, this procurement may still be determined to be a small
business set aside (SIC Code 8744). All responsible sources may submit
a proposal which shall be considered by the agency. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals. Interested parties
