R -- ADD ON TO PREVIOUSLY DEVELOPED AND CURRENTLY FIELDED FMSWIN FACILITIES SYSTEM MODULES SOL DTRS57-97-Q-80010 DUE 111396 POC Karen Marino, Purchasing Agent, (617) 494-2437. The Volpe Center plans to procure sole-source, through simplified acquisition procedures, from PSI of Palo Alto, CA, the add on of the previously developed and currently fielded Postal Service's Facility Management System Windows (FMSWIN) system modules supporting: Energy, Stormwater, Lead Based Paint, Pollution Prevention and Enhancements to the initial Environmental Modules. The FMSWIN has been developed by PSI and serves the Postal facilities, real estate, procurements, and underground storage tanks. This requirement will require the contractor to (1) review the available documentation from the EMI system and other documentation provided (2) Expand the FMSWIN Oracle database to accomodate the information requirements of the new modules (3) Develop modules to support toolkit developed for FMSWIN (4) Test and certify in accordance with the USPS ''Gold Tape'' certification process. (5) Field to the FMSWIN and environmental user community over the Postal Routed Network (PRN) (6) provide maintenance support. Small Business Firms classified under SIC CODE 7373 that are interested in proposing on this requirement must demonstrate to the Contracting Officer in writing no later than 15 days from the date of publication that they: (1) posses the development organization and experience in the certified operation of software on the USPS's FMSWIN/EMIS and Postal Routes Network (2) have extensive application knowledge in the areas of both Facilities and Environmental information.
