Proposal (RFP), GS-09P-96-KTC-0070. Written requests are due by
11/06/96. The General Services Administration (GSA) has a requirement
for a qualified prime contractor to provide all labor, equipment,
materials, supplies, services, technical expertise, and incidentals for
construction of a new building. DESCRIPTION: This project provides for
approximately 55,000 square meters of gross building area. The
building will house 18 courtrooms, court related agenncies and court
related support facilities - including detention spaces and law
enforcement facilities. This facility is designed and will be
constructed in ''hard'' metric (System International) units. The
estimated total construction cost is over $75,000,000. This procurement
will be open to both large and small business. A small business
subcontracting plan will be required in accordance with Public Law
95.507. The prime contractor shall be required to demonstrate a certain
level of expertise and capability. This solicitation is being made
under FAR 15.6 Source Selection. The ''Lowest-Priced Technically
Acceptable Offer'' process will be used. All prospective primes will
need to first be found technically acceptable prior to submitting a
price. This RFP will consist of two phases: Phase 1: Issuance of an
informational set of documents with a request for technical proposals.
Technical proposal will consist of the offerors establishing their
qualifications as prime contractors in accordance with the Evaluation
Standards stated in the RFP. A $800 fee will be charged for plans,
specs., and documents. Prime contractors desiring a set of the above
are invited to submit a written request for a copy of this RFP to: Don

on Nov. 12, 1996, 2 PM at the Hyatt Regency in Phoenix, AZ. (602)
252-1234. Attendance is limited to two people per firm. Phase 2:
Issuance of full sets of plans and specifications, evaluation of price
proposals, and award to the lowest-priced technically acceptable
offer. The basis of award will be the lowest lump sum price inclusive
of Unit Priced Items plus Options. A $800 fee will be charged for
plans, specs., and documents. At Phase 2, a 20% Bid Bond will be
required. Performance and Payment Bonds will be required prior to
reciept of Notice to Proceed. This is not an Invitation for Bids. Note,
