Virginia 23681-0001 Z -- SERVICES AND MATERIALS FOR REPLACEMENT OF ELECTRICAL EQUIPMENT,
BUIDING 1146A SOL 1-144-GGK1.1463 DUE 121896 POC Sang H. Lee, Contract
Specialist, 757-864-9570. The work to be performed under these
specifications consists of removal and replacement of the existing unit
substations inside Building 1146A, and removal, disposal and
replacement of the existing PCB contaminated capacitors outside
Building 1146A, West Area of the Langley Research Center. The
Contractor shall furnish all plant, equipment, tools, materials, labor
and services necessary for or incidental to a complete and finished
job as shown on the drawings listed below and as specified herein. The
work to be performed includes, but is not limited to, the following:
A) Disconnect the metering, primary wiring and secondary feeders from
unit substations No. 1 and No. 2; B) Remove existing indoor unit
substations No. 1 and No. 2 which include two 15,000 volt disconnect
switches, ''3075'' and ''3076'', two 500 kVA 6,600-480/277 volt dry
type transformers, and two 480/277 volt secondary switchgears; C)
Provide a new indoor unit substation which includes a 15,000 volt
disconnect switch ''3075'', 750 kVA 6,600 volt-480/277 volt dry type
transformer, and 480/277 volt secondary switchgear; D) Reconnect
metering, wiring and the primary and secondary feeders to the new unit
substation No. 1; E) Disconnect primary feeders from the existing
capacitor banks outside of Building 1146A; F) Remove and dispose of the
existing capacitor banks containing polychlorinated biphenyl (PCB)
fluid located outside of Building 1146A. Remove and dispose of the
associated disconnect switches ''3156'' and ''3157'' and enclosures.
The disposal of the capacitors shall be in accordance with EPA
regulation 40 CFR 761, PART D; G) Provide new power factor correction
capacitor banks including disconnect switches ''3156'' and ''3157'' in
a weatherproof enclosure outside of Building 1146A; H) Reconnect the
existing primary feeders and control wires to the new capacitor banks.
Contract duration 300 days. Estimated cost range between $250,000 and
$500,000. All responsible sources may submit a bid which will be
considered by the Agency. Bid opening is approximate. Solicitation
available approximately 11-18-96. An ombudsman has been appointed to
hear concerns from offerors, potential offerors, and contractors during
the preaward and postaward phases of this acquisition. The purpose of
the ombudsman is not to diminish the authority of the contracting
officer, the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
