DUE 121996 POC Sang H. Lee, Contract Specialist, 757-864-9570. The work
to be performed under these specifications consists of modification of
Hydraulic System No. 1 piping at Building 1265, 10 East Reid Street,
West Area, of the Langley Research Center, Hampton, Virginia. The
Contractor shall furnish all plant, equipment, tools, materials, labor
and services necessary for or incidental to a complete and finished
job. The work to be performed includes, but is not limited to, the
following: A) Removing existing materials and equipment; B) Installing
Government furnished piping and equipment; C) Providing new piping,
valves, and equipment. Contract duration 100 days. Estimated cost range
between $250,000 and $500,000. All responsible sources may submit a bid
which will be considered by the Agency. Bid opening is approximate.
Solicitation available approximately 11-19-96. An ombudsman has been
appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Before consulting with any
ombudsman, interested parties must try to resolve their concerns with
the contract specialist or the contracting officer. The LaRC Ombudsman
