875-1302. In accordance with the requirements set forth in the Federal
Acquisition Regulations (FAR), Sections 6.302.1 and 5.201, the Agency
for International Development intends to issue a purchase order for the
renewal of internet services. The Agency intends to procure a maximum
of one calendar year of services (not to exceed the end of Calendar
Year 1997). Services include two SMDS connections to the internet. SMDS
Connection 1 supports internal users' access to the internet, as well
as all Internet Electronic Mail. SMDS Connection 2 is for public access
to data housed on platforms that are not connected to the USAID AIDNET.
The SMDS (Switched Multimegabit Data Service) service should offer
multicast mechanisms, IP Addressing, and security features required for
communications with USAID's business partners. Additional services will
be required for network monitoring, technical assistance and help line
information service, redundant equipment to minimize downtime, High
speed dial up service during extended outages (periods in excess of 6
hours), SMD Connectivity, synchronization/domain addresses/IP address
coordination, and direct National access point connectivity. This
synopsis of intent shall not be considered a solicitation document. No
award will be made based solely on the basis of any responses to this
synopsis. Responsible sources capable of meeting the Government's
requirement may respond by furnishing their corporate capabilities or
qualifications statement (including but not limited to technical
specifications statements, price lists, and service plan descriptions).
Responses received without the required information may be considered
non-responsive to the synopsis. All questions regarding this synopsis
must be submitted in writing to Daisy Matthews or Diane L. Maxwell via
letter, fax (703/875-1870), or e-mail. No verbal communications will
be honored. Questions regarding this synopsis will be only honored if
sent by letter, fax, or e-mail. Responsible sources capable of meeting
the Government's requirement may respond furnishing clear and
convincing data substantiating the offeror's ability to furnish the
required services. All responses must be received within fifteen days
(15) days of publication of this notice. If no responses are received
showing that a comparable source is available at a lower overall cost
for the exact same services, a contract will be awarded. All responses
should indicate business size. Those on the GSA Schedule should
include their contract number. The following Federal Acquisition
Regulation (FAR) Clause is incorporated into this synopsis by full
text: FAR 52-232.18 AVAILABILITY OF FUNDS (APR 1984) -- Funds are not
presently available for this contract. The Government's obligation
under this contract is contingent upon the availability of appropriated
funds from which payment for contract purposes can be made. No legal
liability on the part of the Government for any payment may arise until
funds are made available to the Contracting Officer for this contract
and until the Contractor receives notice of such availability, to be
