announcement constitutes a Broad Agency Announcement (BAA) for the
Naval Facilities Engineering Service Center (NFESC) under FAR 6.102
(d)(2) to solicit information. This innovative technology search will
be used by the Navy Environmental Leadership Program (NELP) Technology
Initiative II (NTI II) and other NFESC Environmental Programs to
actively seek out innovative technologies that reduce environmental
impacts from current and past Navy operations. The environmental
problems and areas of concern for this announcement are occurring at
Navy installations world-wide. The NFESC is interested in innovative(
and new technologies and methodologies that reduce environmental(
impacts from current Navy operations.To be eligible for( consideration
for Navy use, the innovative and new technologies( and methodologies
shall be in the Advanced Development Stage,( ready for field
demonstration, and capable of full scale( implementation should the
demonstration prove successful.( Persons wishing to submit an abstract
in response to this BAA should submit an original and two copies of
each abstract to: Commanding Officer, Naval Facilities Contracting

Submittals will not be evaluated against each other since each isa
unique technology with no common work statement. Contractors with
submittalsidentified as beneficial to the Navy s environmental program
will be contacted for further information. There is no commitment by
the Navyto make any contract awards, or to be responsible for any
monies expended by the contractor before an award of a contract, should
it occur. Multiple contracts may result with funding ranging from an
estimated $20,000 to $500,000 for each contract award. Submittals to
this BAA will be in abstract form describing the merits and objectives
of what the contractor is offering. The abstract should concisely
describe what the contractor has to offer the Navy with sections
discussing but not limited to: (a) The overall innovativeness,
scientific/technical merits, and objectives of the offer. (b) The
offeror's capabilities, related experience, techniques, or unique
combination of these which are integral factors in achieving the
offeror s proposed objectives. (c) The qualifications, capabilities,
and experience of the principal investigator, team leader, or key
personnel who are critical in achieving the objectives of the offer.
(d) The reasonableness of cost relative to the proposed
scientific/technical approach. The contractor s abstract, submitted in
three copies,shall be no longer than three pages, single-sided, and 12
pitch. One attachment of up to 10 pages (single sided) of test data may
be submitted as an attachment to the abstract. It should contain
results of previous tests, demonstrations, and projects to support the
contractor's proposed scientific/ technical approach. The abstract
submittals to this BAA will be collected and reviewed by a Technical
Evaluation Board on three separate occasions, throughout a period of
one year from the date of this announcement. The first cutoff date for
submittal review to this BAA is June 28, 1996. The second cutoff date
for submittal review is November 29, 1996. The third cutoff date for
submittal review is April 30, 1997. Based on the abstract submittal,
vendors with a technology or methodology found to have merits for
specific Navy environmental programs will be given site specific
information and asked to submit a full technical and cost proposal for
contract award consideration. The purpose of any resultant contract
would be to demonstrate and conduct a full scale implementation to
solve a specific Navy problem area. The following are the topics which
encompasses a full range of Navy environmental problems to be solved.
TOPIC NO. BAA 96-003 for TECHNOLOGIES, PROCESS CHANGES, AND MANAGEMENT
PRACTICES FOR POLLUTION PREVENTION NFESC is seeking innovative
technologies, process design changes, and management practices to
minimize the amount of pollution generated during operations and
maintenance. This topic includes a wide range of materials and
processes. TOPIC NO. BAA 96-004 for ENVIRONMENTAL COMPLIANCE
TECHNOLOGIES AND METHODOLOGIES NFESC is seeking innovative
technologies, process design changes, and management practices to
comply with local, state, and federal environmental regulatory
requirements. This topic includes a wide range of services. TOPIC NO.
BAA 96- 005 for TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL
CONSERVATION OF NATURAL RESOURCES NFESC is seeking innovative
technologies, process design changes, and management practices to
conserve natural resources of the Navy in accordance with local, state,
and federal regulatory requirements. This topic includes a wide range
of services. TOPIC NO. BAA 96-006 for ASSESSMENT AND REMEDIATION
TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL CLEANUP NFESC is
seeking innovative technologies, process design changes, and management
practices to assess and remediate the existing pollution generated by
past operations. This topic includes a wide range of materials,
processes, and services. Note: The preceding data is all that should be
