B -- MAINTENANCE OF THE INTERNATIONAL CALIBRATION SCALE FOR CO2 SOL 50RANR700014 DUE 120296 POC Procurement Technicians (303) 497-3221 The National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce has a commitment to the maintenance of the international calibration scale for CO2 of the World Meteorological Organization (WMO). The contractor shall provide the following services: 1. Maintain and monitor the primary reference gas system on which the WMO international scale is currently based. 2. Calibrate fifteen (15) NOAA CO2-in-air reference gases which will form the basis, together with NOAA's manometric calibration system, of the new WMO scale, with the purpose of enacting a seamless transfer of direct responsibility for the maintenance of the WMO CO2 scale from Scripps to NOAA. The calibration shall consist of a determination by the Scripps manometer of the mole fraction of CO2 in each NOAA reference gas cylinder, in close proximity to the time the same determination is carried out for each of the Scripps primary reference gases. To be considered, respondents must submit written evidence substantiating that each of the above qualification requirements can be met referencing solicitation No. 50RANR700014. Respondents must have direct access to the WMO CO2 reference scale. Respondents must have demonstrated experience in calibrating CO2-in-air reference gases. Concerns having the capability to furnish the above services should give written notice within 45 days from the date of this synopsis. In the absence of other qualified sources, it is the intent of the Government to award a sole source contract under the authority 41 U.S.C. 253 (c)(1) to the University of California at San Diego. Scripps Institute of Oceanography, 2314 Ritter Hall, LaJolla, CA 92093, as this source is considered to be the only responsible source and no other type of supplies or services will satisfy agency requirements.
