The period of service will be 12 months from date of award of the purchase order. This request for services is 100% set-aside for Small Business, and will result in a firm fixed-price order. The Contracts Office intends to negotiate with the University of Texas at El Paso because this contract is a logical and scientifically unique follow-on to an existing contract and requires highly specialized services and that if awarded to any other source will result in substantial duplication of cost to the government that will not be recovered through competition.
