Management Information and Control Systems (JEDMICS) is the DoD
designated standard system to provide the following functionality for
Engineering Data (drawings and text): Receipt, Storage, Management,
Control, Retrieval, Reproduction, Distribution. JEDMICS supports a wide
range of functions, i.e., procurement, operations, modernization,
repair, and logistics requirements. The Department of Defense must
leverage information technology (IT) investments to create a
right-sized integrated data environment which enables business process
improvement. A standard technical data repository system will treat
technical data as a knowledge-based corporate asset by merging object
oriented and relational data bases with expert systems. This concept is
a logical extension of the JEDMICS program and consistent with an
evolutonary strategy to support standard business processes in all
services. This future system has been named the Strategic Military
Advantage from Repository Technology (SMART/JEDMICS). The JEDMICS
Program is evaluating the current status of demonstrated technological
advances in support of Repository Technology. The intention is to
evaluate response information to determine the feasibility of
incorporating and enhancing the current JEDMICS system with new
technologies which can be demonstrated and shown to work with an
enhanced version of the current system. Companies currently using
technologies in the following areas are encouraged to visit the
homepage, address below, and request a copy of the Request for
Information (RFI). All resquests for the RFI shall be submitted within
30 days after the publication of this synopsis. Interested and
qualified concerns are invited to visit the homepage at
http://wwwedms.redstone.army.mil or submit written responses to the RFI
which must be received within 60 days of this synopsis. Areas of
interest (and the objectives of each area) are as follows: (1)
Repository Security. Objectives include: SMART/JEDMICS must provide
secure operational support for client applications; data and indices
must be secure from intentional attacks, random attacks, and accidental
occurrences; and network and platform operations must provide reliable
service, consistent with the highest availability requirements of any
client application. (2) Repository Networking and Telecommunications.
Objectives include: keep pace with current strides in
telecommunications capabilities; provisions for a large-scale
interactive system of transportation and management of high-volume,
large file subsystems using files containing drawings, text,
cross-linkage of drawing information, management, organization,
coordination and correlation of the data components and objects; and
preparation for a Global Data Storage/Archival Architecture and System
which will allow distributed data transmission and interactive data
usage. (3) Repository User Integration Tools. Objectives include: tools
to facilitate user operations within the JEDMICS business application.
This could include improved or enhanced toolsets and/or tool set
programs in areas such as viewers and readers. This could also include
expert system user tools such as intelligent desktop help. (4)
Repository Data Management. Objectives include: provide an effective,
efficient storage scheme for all included data; provide flexible,
efficient indexing and identification of included data; allow rapid,
accurate retrieval of appropriately requested data; provide reliable,
efficient backup and recovery of all included data; integrate
autonomous data indexing and storage/retrieval capabilities; assure
adequate system performance under anticipated and extreme inquiry
loads. Operational objectives of data management include: load and
index included data to all owned databases with nominal speed,
accuracy, support of identification/retrieval, efficiency in data
storage requirements, data communications load, and relationship to
SMART/JEDMICS. (5) Business Application accessing JEDMICS data.
Objectives include: technologies which may enhance the ability of
Business Applications to use JEDMICS data; enchance usage of existing
technical capabilities to support and enhance productivity with the
current JEDMICS Business Applications; promote distribution of
technical data to potential DoD contractors and manufacturers through
the World Wide Web (WWW); employ expert systems techniques, including
support through knowledge management technologies. Knowledge management
technologies combine information (i, e., facts) and process definitions
(i.e., rules) to provide intuitive guidance in the selection and
presentation of data to the user. Interested parties responding to this
notice must provide specific information on the technologies offered
and implementation of those technologies into JEDMICS. POC for
