FOR COAST GUARD SHORE FACILITIES IN CA,NV,OR,WA, AND MT POC

Contracting Officer, William E. Obershaw 510/535-7236 A/E Services for
a variety of multi-disciplined projects at Coast Guard facilities in
WA, OR, CA, NV, and MT. Professional services are required in order to
accomplish specific engineering and architectural assignments within
a certain time frame, involving various technical disiplines and
skills. Disiplines required include architecture, mechanical,
electrical, structural, geotechnical, sanitary, civil, and
ocean/coastal engineering. Services are alsorequired in the area of
seismic analysis, construction management, peer level design review,
value engineering, ground water contamination, hazardous waste
disposal, cost estimating, energy savings analysis, drafting (computer
aided and manual), construction inspection, surveying, engineering
inspections, and facility conditions inspection and assessment. Also,
coordination and communications with other Federal, state, and local
agencies in the application,permitting, and fee process for compliance
requirements may be needed. We may request cost estimates and
technical review of project designs provided by CEU Oakland. Services
will be provided on an as-needed basis under a one-year indefinite
delivery/indefinite quantity contract plus four option years, having
the following funding limitations: (1) the contract will provide a
guaranteed minimum dollar amount of at least $5,000.00 for each year;
(2) No individual delivery order shall exceed $200,000; and (3) The
total contract dollar amount of all orders placed against the contract
shall not exceed $1,000,000.00 for each year. It is anticipated that
two contracts may be awarded from this announcement. Following is a
selection criteria for evaluating potential contractors, listed in
order of importance: (1) Specialized experience and technical
competence in type of work required; (2) Capacity/capability of firm to
accomplish work in the required time; (3) Professional qualifications
necessaryfor performance; (4) Past performance on contract with with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; (5)
Proximity of company offices assigned to this project to the CEU
Oakland, CA geographic area; (6) Organization and management;team
organization; (7) Minority/women employment. All selection criteria
listed abovemust be clearly addressed in the SF 255 response. Specify
in Block 4 on each SF 254 whether the firm is a small business concern
(including its affiliates having an average annual sales or reciepts
for its preceeding three fiscal yearsnot in excess of $2.5 million);
small disadvantage business; or women owned business.Before award of
contract, the A/E (if not a small business concern), shall be required
to present an acceptable Small Business and Small Disadvantage
BusinessSubcontracting Plan in accordance with the Public Law 95-507.
The due date for submission of the forms is is 30 calander days after
publication of this announcement.Firms must submit forms to this office
by 4:00 P.M. on the due date. Should the datefall on a weekend or
holiday, the forms will be due on the first workday thereafter.Pursuant
to the Small Business Competetiveness Demonstration Program, this
