The selected firm must have the organization and experience capable to providing complete appraisal services in all of the following states: Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington and Wyoming. The scope of work consists of providing appraisal reports on market value, rental values, vacant land and proposed construction, facility inspection, rental comparable information and land comparable sales. The appraisal reports shall comply with USPAP Standard II requirements for Self-Contained Appraisal Reports and Summary Appraisal Reports. In addition, the appraisal reports shall comply with the US Postal Service Specifications for the Analytical Narrative Appraisal Report and Supplemental Specification for Rental Value Appraisal Reports. The basis for award will be the qualifications of the firm and the proposed fee. Price will be a factor but not the primary consideration. Qualifications will be evaluated on four major factors; appraisal experience, organizational structure/capacity, services provided and references. The number of offers received, the identity of offerors, the amount of any one offer, or relative standing of the offeror will not be disclosed to anyone until after award of a contract is made and the request is submitted in writing.
