ability to furnish the supplies & services described herein are
requested to give written notification (including the telephone number
for a point of contact) to the procuring office above within
forty-five (45) calendar days from the date of this synopsis. Salient
characteristics: The U.S. Geological Survey has an on-going requirement
for Implementation Plan #1 to the Memorandum of Understanding executed
in 1991 between the University of Memphis and the U.S. Geological
Survey for earthquake research and hazard mitigation. U.S.G.S.
scientists and scientists at the University of Memphis work in
conjunction at The University of Memphis Center for Earthquake Research
and Information (CERI). CERI has a longstanding research program
concerning the earthquake hazards in that seismically active part of
the United States. Requirement is for office space on-site at the
University of Memphis as well as a graduate assistant, some secretarial
services, computer network access with CERI, and miscellaneous services
including mail and copying services and a dedicated fax line. The space
needs to be located on-site in order to perform collaborative research
and collaborative outreach activities, and to be able to attend
meetings and conferences held on campus, often with no prior notice.
Based on information available at this time, and in accordance with 41
U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers
the item specified as a sole source from The University of Memphis
Center for Earthquake Research and Information, Memphis, TN, 38152, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
notice may represent the Government's only official notice of this
