synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii.) This SOLICITATION NUMBER
N00024-97-R-9001 is issued as a request for proposal. (iii.) This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular #90-42 and Defense
Acquisition Circular #91-11. (iv.) FAR 52.219-6, Notice of Total Small
Business Set-Aside. (v.) List of CONTRACT LINE ITEM NUMBERS: Basic
contract, CLIN 0001: Malcolm Baldridge Command Performance Inspection
(CPI) Examiner Training, (1 class for maximum 35 students), CLIN 0002
Documentation for CLIN 0001; Option 1, CLIN 0003: Malcolm Baldridge CPI
Examiner Training, (1 class for maximum 35 students); Option 2, CLIN
0004: Malcolm Baldridge CPI Examiner Training, (1 class for maximum 35
students). (vi.) DESCRIPTION OF REQUIREMENTS: CLIN 0001, Malcolm
Baldridge CPI Examiner Training. Training will be accomplished at
Government provided facilities in the Washington, DC metropolitan area.
The training will be based on the Malcolm Baldridge National Quality
Award Criteria for 1996, utilizing the 1996 ''Southwest Systems
Solutions'' case study with the application of the 1996 Malcolm
Baldridge Examiners Handbook. The curriculum shall use as an example
the review of an activity's Unit Self Assessment (USA), leading the
examiner candidate through the process of linkages and alignment of the
USA between categories; application toward large Navy industrial
facilities (Weapons Station and Naval Shipyard); large and small ships
and combat systems activities (SUPSHIPS); and large laboratories. Due
to the nature of the course material, size of the audience, length of
class time, and complexity of the subject, a minimum of two
experienced instructors will be required to adequately meet the needs
of this training. 1. The CPI Malcolm Baldridge styled examiner training
course shall address the basic 1996 criteria and linkages and its
application to the CPI. The first day and a half of the training shall
consist of, and address the following: a. Baldridge Framework and 1996
Criteria, student prework materials required for this section. b. Key
Business Factors and Core values, with linkages and relationships,
addressing of common themes cited in the criteria and footnotes;
Glossary of Terms and detailed work on Key Definitions: Approach,
Deployment, and Results. c. The evaluation system, comments and
scoring. Also, consensus scoring and the mathematical and process
impact of a single high or low score for a single topic. d. Group
exercises on Key Business Factors with facilitated readouts and
extensive focus on linkages and use of ''Golden Thread Principle.'' e.
Group Exercises on effective comment writing with examples and lessons
learned. f. Item interpretation and scoring addressing key excellence
indicators and common traps and pitfalls; additional team exercises to
be conducted. At the end of the first session the students shall be
fully prepared to start work on the ''Southwest Systems Solutions''
1996 case study analysis and evaluation write ups. Course material
outlines shall address all of the cited areas. 2. The second half of
the second day shall provide complete examiner training in the 1996
case study evaluation with linkages to NAVSEA specific review and
evaluation requirements, such as: CNO Special Interest Items, Security
and Law Enforcement, Safety (NAVOSH), and Navy Environmental review
requirements. This portion of the training shall provide skills in
reviews, site visit issue write-ups, linkages and alignment evaluations
and senior level interview skills and techniques. The following shall
be addressed: a. Homework assignments and prework assignments, combined
with team exercises. b. Multiple exercises to build team skills,
reinforce evaluation capabilities, and strengthen Baldridge Criteria
concept skills. c. Introduction to site visit processes and procedures,
with a focus on teaming and interview skills. d. Criteria and item
wrap-up and final preparation for Examiner skills training. Student
handouts for use during and at the completion of this session shall
include baseline examples on the case studies with evaluation for
future student reference. 3. The third day of examiner training shall
include additional casework and relevant examples linked to Navy
activities for scoring and use in consensus scoring. Training in
consensus scoring and band width versus percentage scoring shall be
addressed. Finally, the training shall address preparation of an
effective and factual feedback report, coupled with the preparation of
an activity outbrief package with the following materials and contents
addressed: a. Baldridge Framework and Key Linkages utilization in the
assessment review process. b. The USA evaluation system and how the
consensus review process is approached. This area will address advance
preparation for the consensus review meetings and completion of a
consensus report, as well as drafting site visit issues. c. Addressing
of the site visit process, including: objectives of the site visit;
characteristics of issues; effective site visit challenges and
requirements and conducting of a site visit exercise. d. Development of
the feedback report material for inclusion in the final site visit team
assessment and report. Coverage shall include: report objectives,
format, available time, writing of feedback points, and finally, a
feedback point report exercise. CLIN 0002 (NOT SEPARATELY PRICED. PRICE
TO BE INCLUDED IN CLIN 0001) Documentation as follows: 1. Student
pre-work with a syllabus for the complete course. 2. Lesson plans,
student workbooks, case study supplements, site visit examples, review
guidance, and Examiner scoring materials shall be tailored to the
Navy's industrial, acquisition management and laboratory activities.
The course supplemental material shall cover the examiner course
content requirements, as specified in the Statement of Work (SOW). This
item shall be provided in the form of final photo ready copies. 3.
Letter of agreement for negotiation of a licensing agreement for
training materials and Intellectual properties developed for the NAVSEA
CPI Examiner course. The license agreement would be for utilization of
the training materials for future CPI training by Navy employees for
NAVSEA internal use only. 4. Copies of licensing agreements for
copyrighted materials and intellectual properties utilized in the CPI
course of instruction. Original copyright or intellectual property
owners and cited materials shall be identified to enable NAVSEA to
obtain licenses for internal future training use. CLINs 0003 and 0004
description is the same as in CLIN 0001 above except the training
presentation dates are as required in the following section. (vii.)
DELIVERY/PRESENTATION is to be accomplished at Government provided
facilities in the Washington, DC metropolitan area. All deliverables
are to be mailed to: Department of the Navy, NAVSEA, (Attn: Alice
Philips,Code 00N2A, CP5/740), 2531 Jefferson Davis Hwy, Bldg: NC3,
Arlington, VA 22202. Presentation of training under CLIN 0001 shall be
on December 3 - 5, 1996. Delivery of CLIN 0002 shall be made within 5
days after contract award. Presentation of training under CLIN 0003
shall be on March 4 - 5, 1997. Presentation of training under CLIN 0004
shall be on July 19 - 31, 1997. The Government may postpone the
training dates for CLINs 0003 and 0004 with 30 days notice to the
contractor. Acceptance shall be made at destination. (viii.) FAR
52.212-1, Instructions to Offerors-Commercial, is incorporated by
reference and applies to this acquisition. (ix.) FAR 52.212-2,
Evaluation-Commercial Items, is incorporated by reference and applies
to this acquisition. ADDENDUM. 52.212-2, Para. (a). The following
factors listed in order of importance shall be used to evaluate offers:
a. Effective experience training components of the Department of
Defense or the US Coast Guard in areas relating to: auditing, quality,
process management, strategic management, or other similar subjects.
Preference will be given to experience relating to Malcolm Baldridge
and Quality training, and particularly to the NAVSEA CPI, Air Force
Quality Air Force Assessment process, or the Commandant of the Coast
Guard Quality Award Process. b. 1995 or 1996 Malcolm Baldridge Examiner
National Institute of Standards and Technology training and experience
as a Malcolm Baldridge Examiner or Judge. c. Applicability of proposed
training materials to the NAVSEA unique field activity Examiner CPI
training process. d. References (3 required) providing verification of
training effectiveness for Navy, Coast Guard, Air Force and/or Army
military and/or civilian leaders directly responsible for Baldridge
type and/or leadership quality training. The following items shall be
submitted with the proposal: (1) Outlines of student pre-work and
syllabus required under CLIN 0002 item 1, (2) Outlines of lesson plans
etc. required under CLIN 0002 item 2 and (3) Trainer identification,
resumes, Malcolm Baldridge examiner training qualifications and
experience with military systems application of the criteria. Technical
capability is considered more important than price in offer evaluation.
The Government will award to the offeror of the most advantageous offer
to the Government after considering technical evaluation and price.
(x.) Offerors SHALL include a COMPLETE copy of the provision 52.212-3,
OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with its
proposal. Offerors in need of this clause may contact the POC in item
11 for a copy. (xi.) FAR 52.212-4. ''Contract Terms and Conditions -
Commercial Items'' is incorporated by reference and applies to this
acquisition and resulting contracting. The following terms and
conditions are added as an addendum to this clause: Type of contract:
The resulting contract will be firm fixed price. FAR 52.232-18,

ADDITIONAL CONTRACT REQUIREMENTS: FAR 52.217-5, EVALUATION OF OPTIONS.
Except when it is determined in accordance with FAR 17.206(b) not to
be in the Government's best interest, the government will evaluate
offers for award purposes by adding the total price for all options to
the total price for the basic requirement. Evaluation of options will
not obligate the Government to exercise the option(s). FAR 52.217-7
OPTION FOR INCREASED QUANTITY - SEPARATELY PRICED LINE ITEM. The
Government may require the delivery of the numbered line item,
identified in the Schedule as an option item, in the quantity and at
the price stated in the Schedule. The Contracting Officer may exercise
the option by written notice to the Contractor within 2 months of
contract award for Option 1 (CLIN 0003) and within 7 months of contract
award for Option 2 (CLIN 0004). (xiv.) DPAS rating is C9E. (xv.) CBD
