Project Manager, Benjamin L. Horenziak, P.E., 312/578-9243. This
project was the subject of a previous solicitation notice on March 10,
1995, which was canceled and is being reissued as a new procurement
with a revised scope and schedule. Funding for this project by the
United States Environmental Protection Agency is in place. Proposals
are due by 4:30 PM, December 2, 1996. Solicitations are requested for
services for remediation of a US EPA Superfund project involving
hazardous wastes associated with a former creosote and
pentachlorophenol wood treating facility in New Brighton, Minnesota.
The project implements an Interim Remedial Action at the MacGillis &
Gibbs/ Bell Lumber and Pole Superfund Site. This action requires the
removal of liquids and sludges from 9 aboveground storage tanks (ASTs),
8 underground storage tanks (USTs), 3 underground equipment vaults
(vaults), the decontamination of ASTs, USTs, and vaults, the demolition
of the ASTs, one extraction well, one piezometer, a pump test, a
groundwater extraction system, a non-aqueous phase liquid extraction
system, waste disposal, biological groundwater treatment system, a
groundwater treatment building, and discharge pressure main. The
contract is anticipated to be awarded by January 15, 1997. Construction
is anticipated to begin April 1, 1997 with substantial completion by
October 31, 1997. Included in the construction period is three months
of shakedown operation to prove-out the specified operational
efficiencies after substantial completion. This description of work to
be performed is not intended to be all encompassing for the total
project. A full description of the work to be completed is included in
the detailed plans and specifications (design sets) available from the
above stated address. Interested parties may obtain copies of the
design sets upon payment of $100 in check or money order, payable in US
funds to Ecology and Environment, Inc., drawn upon a US financial
institution, for each complete set. Cash will not be accepted. Requests
for design sets should be sent to the project manager and must include
the name of the person to receive the design set, the physical address
of that person and the phone number. Design sets will be sent by
express courier. A pre-bid meeting is tentatively scheduled for
November 12, 1996, at a location near to the site. The exact time and
location will be included in the cover letter accompanying the design
sets. Prospective bidders are advised of the following condition: 1)
Site access is restricted. 2) Personnel entering or performing work on
the site will require medical monitoring and safety training in
compliance with 29 CFR 1910.120. 3) Statements of safety training and
medical fitness in compliance with 29 CFR 1910.120 are required from
all parties prior to entering upon the site, including the pre-bid site
inspection. 4) The format for these statements is included in the
design set. 5) All requests for information must be in writing. 6)
Responses to inquiries received regarding the previous solicitation
