The Federal Highway Administration (FHWA) has a requirement for service to excavate and replace sand in the soil test pits to perform foundation experiments. Service shall be conducted as needed over a 24-month period. The test pit dimensions are 18'x23'x20'. A backhoe with operator, compaction equipment, ladder and crew are necessary to excavate and refill test pits with soil. The location is the Turner-Fairbanks Highway Research Center in McLean, Virgina. This is a Simplified Acquisition and the FHWA's threshold is $100,000.
