identification/reference number DAAC71-97-R-0002 is issued for
informational purposes, seeking sources that can provide the following
anechoic chamber turn-key facility: 1. General: The chamber facility
shall consist of a TEMPEST shielded chamber shell with absorbent
material within, together with all hardware, equipment and software
necessary to test antennas according to the following specifications to
successfully test a specific direction finding antenna array to the
desired specifications and be expandable for future workload
projections. SOW also specifies the training and documentation required
for this facility. 2. Electrical Specifications a. Frequency range
shall be from 500 Mhz to 18 Ghz. b. Quiet zone reflectivity
specifications shall be as follows: 500 Mhz -45 db, 2 Ghz -45 db, 8 Ghz
-45 db, 18 Ghz -40 db. Quiet zone shall be 4 feet spherical minimum
centered at least 35 feet from source antenna. c. TEMPEST shielding
shall be as follows: 14 Khz - 200 Khz -25 db, 200 Khz - 500 Mhz -40 db,
500 Mhz - 18 Ghz -60 db. d. Path length shall be 35 feet minimum from
source antenna to receiving antenna. e. Phase front shall be a
spherical wave phase front conforming to a geometric arc to within one
electrical degree. f. Source frequency selection shall be automated.
g. Source antenna selection shall be automated if multiple source
antennas are utilized. h. Power handling capability shall be .5 W/sq in
minimum for absorbent material. 3. Physical Specifications a. Turn key
facility shall include chamber proper, control and equipment rooms,
all physically connected to each other. The chamber shall be
installed/erected within an existing building. Overall chamber
dimensions cannot exceed approximately 25'hx35'wx70'l. b. Facility
shall be equipped with fire alarm, automatic fire suppressant system,
security measures and electrical power. Facility shall be ready to test
example array when complete with NO further modifications or work
required. 4. Training shall be provided for up to 5 personnel and shall
include operation, maintenance, calibration and utilization of the
chamber to its full capabilities. Software operation and modification
and configuration shall be included. 5. Software shall include source
code so as to be customer maintainable and changeable. 6. Equipment
shall meet all safety and quality standards applicable. 7.
Documentation shall consist of all equipment and software documentation
necessary to calibrate, repair and alter said items. Documentation
verifying all aspects of chamber operation shall also be included. 8.
Calibration: Calibration shall be performed as necessary to assure
proper operation for testing. 9. Acceptance Testing: All chamber
electrical characteristics shall be verified as constructed as far as
shielding, quiet zone specifications, equipment and software operation
and total configuration options. Final Acceptance will conclude with
a demonstration test of the array/system according to a given
Acceptance Test Procedure with corresponding output verifying passing
status on a known good array previously tested at another sight. 10.
DISCO clearance will be required for any sources that would be
interested in submitting a proposal should a solicitation be issued in
the future. Interested sources that provide the above-described
facility should provide a description of their capabilities within 10
days of publication of this notice. This is not a solicitation
